Virginia Gun Violence Intervention and Prevention Grant Program and Fund; firearm and ammunition tax. Establishes the Virginia Gun Violence Intervention and Prevention Grant Program (the Program) and redirects funds from the Virginia Gun Violence Intervention and Prevention Fund (the Fund) to support such program. The bill requires the Program be administered by the Department of Criminal Justice Services (the Department) to distribute grants to localities and organizations for the purpose of improving public health and safety by supporting effective violence reduction initiatives in communities that are disproportionately impacted by violence, particularly homicides, shootings, and aggravated assaults. The bill provides that funds may also be used to finance the hiring of counselors in public elementary and secondary schools and research initiatives that have the objective of reducing gun violence.The bill provides that the Department shall issue grants on a competitive basis. As a condition of receiving a grant, a locality or organization must commit a cash or in-kind contribution equivalent to the amount of the grant, with waivers allowed for good cause, and report on its progress toward achieving the grant's objectives. The bill requires the Department to provide public access to such reports.The bill imposes a five percent tax on the sale of any firearm or ammunition, with all revenue from the tax accruing to the Fund. Under the bill, firearm and ammunition sales to state or local agencies or law-enforcement officers are exempt from such tax.

Commissioner of Health; work group to studythe occurrence of microplastics in the Commonwealth's public drinkingwater; report. Directs the Commissioner of Health to convene awork group to study the occurrence of microplastics in the Commonwealth'spublic drinking water and develop recommendations for the reduction of microplastics in the Commonwealth's public drinking water. Thebill requires the work group to report its findings and recommendationsto the Governor and the Chairmen of the House Committees on Agriculture,Chesapeake and Natural Resources and Health, Welfare and Institutionsand the Senate Committees on Agriculture, Conservation and NaturalResources and Education and Health by December 1, 2024.

Commission on Legislature Modernization; report. Establishes the Commission on Legislature Modernization in the legislativebranch for the purpose of studying the operation and functionality of the General Assembly and identifying ways to make the legislaturemore effective, efficient, responsive, reflective, and transparenton behalf of all Virginians. The Commission will consist of 17 members,which shall include 9 legislators, 6 nonlegislative citizen members,and 2 ex officio members. The Commission shall be convened for aperiod of two years, every 10 years in the year ending in four, andshall terminate after the submission of its final report to the General Assembly at the end of its second year.

Study; procuring goods and services from employmentservice organizations; report. Requests the Department of GeneralServices, in tandem with the Department for Aging and RehabilitativeServices, to examine the current process for procurement, potentialset-asides or percentage goals that could be utilized or bolsteredby employment service organizations, and whether employment serviceorganizations should be housed within the Department of Small Businessand Supplier Diversity.

Behavioral health services in correctional facilities; report. Requires the Department of Corrections to report to theGeneral Assembly and the Governor on or before October 1 of eachyear certain population statistics regarding the provision of behavioralhealth services to persons incarcerated in state correctional facilities.The bill also requires local correctional facilities to report tothe State Board of Local and Regional Jails on or before October1 of each year certain population statistics regarding the provisionof behavioral health services to persons incarcerated in local correctionalfacilities and for the Board to report such statistics to the GeneralAssembly and the Governor on or before December 1 of each year.

Collective bargaining by firefighters and emergency medical services providers. Authorizes firefighters and emergency medical services providers employed by a political subdivision of the Commonwealth to engage in collective bargaining through labor organizations or other designated representatives. The bill provides for the appointment of a three-member board of arbitration regarding any dispute arising between an employer and firefighters or emergency medical services providers. Under the bill, determinations made by such board of arbitration are final on a disputed issue and are binding on the parties involved.
