Virginia Housing Development Authority; power to make loans, etc.

Virginia Housing Development Authority; powerto make loans; loans to finance payments on student debt. Permitsthe Virginia Housing Development Authority (HDA) to make mortgage loans, including federally insured mortgage loans, to finance thepurchase or refinancing of single-family residential housing andto make payments on the homeowner's student loan debt, upon the termsand conditions set forth in the bill. The bill also gives the HDAauthority to promulgate additional terms and conditions related tosuch loans. The bill includes technical changes.

Police and court records; expungement of records, acquittals.

Expungement of police and court records; acquittals.Provides that a court that enters a judgment acquitting a personof a criminal charge shall also enter an order requiring the expungement of the police and court records relating to the charge. Currently,such a person may file a separate petition for the expungement ofsuch records; however, except in certain cases involving misdemeanorcharges, the person is not entitled to an order of expungement, andthe court hearing the petition must find that the continued existenceand possible dissemination of such records causes or may cause circumstancesthat constitute a manifest injustice to such person before such anorder will be entered.

Campaign finance; disbursement of surplus funds;prohibited conversion to personal use. Amends the current lawsregarding the disbursement of surplus funds at the dissolution ofa campaign or political committee so that such restrictions wouldapply throughout the life of a campaign or political committee. Suchrestrictions include the prohibition against the conversion of anymoney, securities, or like intangible personal property that hasbeen contributed to a campaign or political committee to the personaluse of any person.

Employee protection; discharge for protective order prohibited.

Employee protection; discharge for protectiveorder prohibited. Prohibits an employer from discharging, takingother retaliatory personnel action, or otherwise discriminating againstan employee solely on the basis that such employee has filed foror has been issued an emergency protective order or a preliminaryprotective order against the employer or another employee of suchemployer. The bill establishes an administrative process for an employeethat believes he has been discharged or discriminated against inviolation against such prohibition.
