Study; JLARC; expansion of discretionary parole eligibility; report. Directs the Joint Legislative Audit and Review Commission (JLARC) to consult with all relevant stakeholders to study the potential impacts of expanded discretionary parole eligibility. The resolution directs JLARC to complete its first year of meetings by September 1, 2026, and to submit an interim report by March 1, 2027. Income tax credit; braille labeling program. Creates a nonrefundable individual and corporate income tax credit, as applicable, for taxable years 2026 through 2030 for up to $50,000 of expenditures incurred in the development and implementation of a braille labeling program on products, items, or packages sold in or shipped within the Commonwealth. The bill specifies that the aggregate amount of such credits allowed for all taxpayers in a taxable year is $500,000 and that any credit not usable for the taxable year in which it is first allowed shall not be carried over for credit in any succeeding taxable year.

Chesapeake Bay Pay for Outcomes Fund established; report. Establishes the Chesapeake Bay Pay for Outcomes Fund to provide outcome-based payments for verified reductions in nutrient and sediment pollution from nonpoint sources within the Chesapeake Bay watershed of the Commonwealth. The Department of Environmental Quality is directed to (i) administer the Fund; (ii) establish a competitive solicitation process for awarding payments from the Fund; and (iii) submit an annual report detailing the projects approved for funding, obligations from the Fund, and outcomes to the Chairs of the Senate Committees on Agriculture, Conservation and Natural Resources and Finance and Appropriations and the House Committees on Agriculture, Chesapeake and Natural Resources and Appropriations by October 1 each year.

Virginia Commission on Youth; work group to study extending oversight of Office of the Children's Ombudsman to include committed juveniles; report. Directs the Virginia Commission on Youth, in coordination with the Office of the Children's Ombudsman, to convene a work group of relevant stakeholders to study the changes necessary to extend the purview of the Office of the Children's Ombudsman to include juveniles who are committed to the Department of Juvenile Justice. The bill requires the work group to submit to the Governor and the General Assembly by November 1, 2026, a report of its findings and any recommendations for any legislative and organizational changes needed to implement such extension of oversight. This bill is a recommendation of the Virginia Commission on Youth.
