Inverse condemnation proceeding; reimbursement of owner's costs.

Directs the court to reimburse a plaintiff for the costs of an inverse condemnation proceeding for "damaging" property if a judgment is entered for the plaintiff. Under current law, the court is directed to award costs only for the "taking" of property. The amendment in this bill corresponds with the language of amendments to Article I, Section 11 of the Constitution of Virginia, which became effective on January 1, 2013, and applies to declaratory judgment proceedings filed on or after July 1, 2017.

Zoning appeals, board of; recipient to receive notice of zoning violation.

Requires that the recipient of certain notices from the board of zoning appeals receive notice via registered mail to the last known address or usual place of abode of the property owner or its registered agent, if any, prior to the commencement of the 30-day appeal period.

Higher educational institutions, public; public notice of proposed undergraduate tuition increase.

Prohibits the governing board of a public institution of higher education from approving an increase in undergraduate tuition or mandatory fees without first providing students and the public a projected range of the planned increase, an explanation of the need for the increase, and notice of the date and location of any vote on the increase at least 30 days prior to such vote.
