Department of Small Business and Supplier Diversity; community groups and universities. Requires the Department ofSmall Business and Supplier Diversity to maintain a list of communitygroups, state and local governments, Community Development FinancialInstitutions, business and trade associations, and universities tobe consulted in exercising the powers and fulfilling the duties ofthe Department. All community groups and universities maintainedon the list shall be notified of all actions taken by the agencyand provided an opportunity to comment prior to any permanent action taking place, such as the promulgation of regulations. The bill requiresthe Department to continue to work with such groups maintained onthe list to develop targeted outreach and programming to build businesscapacity and encourage businesses to obtain appropriate certifications.The bill adds Community Development Financial Institutions, definedin the bill, to the lists of groups for which the Department shallpromote the mobilization of activities and resources and that theDepartment is required to maintain on the list of community groups.

Secretary of Health and Human Resources; wholesale prescription drug importation program. Directs the Secretaryof Health and Human Resources (the Secretary) to establish a wholesaleprescription drug importation program that complies with the requirementsof federal law and to report annually by October 1 to the Governorand the Chairmen of the House Committees on Appropriations and Health,Welfare and Institutions and the Senate Committees on Finance andAppropriations and Education and Health on the wholesale prescriptiondrug importation program. The bill also requires the Secretary to(i) convene a workgroup composed of relevant stakeholders to developa plan for implementation of the wholesale prescription drug importationprogram and report the plan to the Governor and the Chairmen of theHouse Committees on Appropriations and Health, Welfare and Institutions and the Senate Committees on Finance and Appropriations and Educationand Health by December 1, 2022, and (ii) seek such federal approvals,waivers, exemptions, or agreements as may be necessary to enableall covered entities enrolled in or eligible for the federal 340BDrug Pricing Program to participate in the wholesale prescriptiondrug importation program to the greatest extent possible withoutjeopardizing their eligibility for the 340B Drug Pricing Programby July 1, 2023.
Special Assistant to the Governor for DisabilityRights Advocacy; position created; report. Creates the positionof Special Assistant to the Governor for Disability Rights Advocacy (the Special Assistant) for the purpose of representing Virginianswith disabilities in a comprehensive and authoritative manner byensuring that all state agencies provide adequate services, resources,and accommodations to such persons. The bill directs the SpecialAssistant to submit an annual report to the Governor on or beforeDecember 1, through the Secretary of Health and Human Resources,that (i) outlines the key issues and problems discovered within stateagencies that impact people with disabilities; (ii) identifies thedetails of any plan of action implemented by the Special Assistantto address and remediate such issues and problems; (iii) provideslegislative recommendations that would improve processes and proceduresacross all state agencies with regard to the provision of services, resources, and accommodations to people with disabilities; and (iv)details such other matters as required by the Governor.
Pensions; law-enforcement officers; death beforeretirement. Provides that when a member of the State Police Officers'Retirement System or the Virginia Law Officers' Retirement Systemor a local law-enforcement officer who is eligible for similar benefitsdies before retirement by suicide or in the line of duty, the retirementallowance payable to his beneficiary shall include any hazardousduty supplement for which the member or local law-enforcement officer was eligible.
