Unaccompanied homeless youth; consent to medicalcare. Provides that except for the purposes of sterilizationor abortion, a minor who is 14 years of age or older and who is an unaccompanied homeless youth shall be deemed an adult for the purposeof consenting to surgical or medical examination or treatment, includingdental examination and treatment, for himself or his minor child.The bill describes evidence sufficient to determine that a minoris an unaccompanied homeless youth and provides that no health careprovider shall be liable for any civil or criminal action for providingsurgical or medical treatment to an unaccompanied homeless youthor his minor child without first obtaining the consent of his parentor guardian provided in accordance with the law, with the exceptionof liability for negligence in the diagnosis or treatment of suchunaccompanied homeless youth.

Virginia Public Procurement Act; executivebranch agencies' goals for participation by small businesses; requirements.Provides that executive branch agencies shall formulate policiesand procedures for a set-aside program, which shall, at a minimum, require that purchases up to certain amounts be set aside for smallbusinesses and micro-businesses, defined in the bill, certified by the Department of Small Business and Supplier Diversity.
Barrier crimes; removing offenses involvingpossession, use, manufacturing, etc., of controlled substances. Removes nonviolent offenses involving the possession, use, manufacturing, distributing, selling, etc., of controlled substances from the listof crimes that constitute a barrier to employment.
Virginia Asian American, Pacific Islander, Latino,and Indigenous Education Advisory Board; establishment. Establishesthe 29-member Virginia Asian American, Pacific Islander, Latino,and Indigenous Education Advisory Board as an advisory board in theexecutive branch of state government for the purpose of advisingthe Governor, his Cabinet members, and the General Assembly on the current ways that Asian American, Pacific Islander, Latino, and Indigenous history is described in the relevant Standards of Learning and associated curriculum frameworks; how that content is taught in classrooms;and strategies to develop Asian American and Pacific Islander historyand social studies elective courses, Latino history and social studies elective courses, and Indigenous history and social studies electivecourses.
General Assembly Conflicts of Interests Act;prohibited conduct; ownership of certain securities prohibited.Prohibits members of the General Assembly from owning any securityissued by a public service corporation, or the parent, affiliate,or subsidiary of a public service corporation, during their termof office. However, such prohibition does not restrict a member ofthe General Assembly from owning such a security in a diversifiedmutual fund or diversified unit investment trust.
Elections; absentee voting; ballots to be sortedand results to be reported by precinct. Provides that absentee ballots processed at a central absentee precinct must be sorted bythe precinct to which the voter who cast the absentee ballot is assignedand that the resulting vote totals from such ballots must be reportedseparately for each voter precinct.
Solar-ready roof requirements for state agencies and localities; energy-positive building design for schools. Requires any executive branch agency or institution and any locality entering the design phase for the construction of a new building greater than 5,000 gross square feet in size, or the renovation of a building where the cost of the renovation exceeds 50 percent of the value of the building, to ensure that such building includes a solar-ready roof, defined in the bill as having the structural capability to accept the increased load from solar panels, proper sizing of the electrical panel, installation of conduit and wire from the roof to the electrical panel, use of solar-appropriate roof membranes and other roofing materials, and clustering of vents and non-solar equipment to maximize available space for solar panels. However, the provisions of the bill do not apply to localities with a population of less than 100,000 until July 1, 2023. The bill also requires new public school buildings and facilities, and improvements and renovations to existing public school buildings and facilities where the cost of the renovation exceeds 50 percent of the value of the building to be designed, constructed, maintained, and operated to generate more electricity than consumed.
Anti-Human Trafficking and Survivor Trust Fund.Creates the Anti-Human Trafficking and Survivor Trust Fund, whichshall be administered by a Board of Trustees and used for the supportand development of services for the prevention of human traffickingand the treatment and support of human trafficking victims.
Teacher compensation; at or above national average.Requires that public school teachers be compensated at a rate thatis at or above the national average. Under current law, compensationat such rate is aspirational. The bill requires state funding tobe provided pursuant to the general appropriation act in a sum sufficientto fund a 4.5 percent annual increase for public school teacher salaries,effective from the 2023-24 school year through the 2027-28 schoolyear. The bill has a delayed effective date of July 1, 2023.
Study; Joint Commission on Technology and Science;semiconductor industry expansion; report. Directs the Joint Commissionon Technology and Science to study the challenges and opportunitiesto expand the semiconductor industry in the Commonwealth. The Commissionshall submit its findings no later than the first day of the 2023Regular Session of the General Assembly.
