Zoning; development and use of accessory dwellingunits. Requires a locality to include in its zoning ordinancesfor single-family residential zoning districts accessory dwellingunits, or ADUs, as defined in the bill, as a permitted accessory use. The bill requires a person to seek a permit for an ADU from thelocality, requires the locality to issue such permit if the personmeets certain requirements enumerated in the bill, and restrictsthe fee for such permit to $100 or less. The bill prohibits the localityfrom requiring (i) dedicated parking for the ADU; (ii) lot sizesor setbacks for the ADU greater than that of the primary dwelling;(iii) consanguinity or affinity between the occupants of the ADUand the primary dwelling; and (iv) redundant water, sewer, or septiccapacity for the ADU. The bill has a delayed effective date of January1, 2025.

Department of Energy; data center energy usage. Requires each data center located in the Commonwealth to make a quarterly energy source report to the Department of Energy's Division of RenewableEnergy and Energy Efficiency that identifies the amount of energy, disaggregated by the source of energy, consumed by the data centerin the previous quarter. The bill requires the Division to publishaggregate deidentified data from such reports on its website. The bill also directs the Secretary of Commerceand Trade to convene a work group to estimate the future energy demandsof the data center industry in the Commonwealth. The bill requiresthe work group to include representatives from the Department ofEnergy, the Virginia Economic Development Partnership Authority,the State Corporation Commission, the data center industry, electricutilities, and other interested stakeholders. The Secretary is requiredto report the findings of the work group to the General Assemblyby November 30, 2024.

Department of Transportation; Dulles Toll Roadand Dulles Greenway; report. Directs the Department of Transportationto review the tolls, fines, and penalties assessed on the Dulles Toll Road and the Dulles Greenway.

Highway Corporation Act of 1988; reports.Requires a roadway operator under the Highway Corporation Act of1988 to quarterly file with the State Corporation Commission, theSecretary of Transportation, and the Chairmen of the House and SenateCommittees on Transportation a complete financial report and provideany additional current and historical financial information as requestedby any of the same such entities.

Health insurance; cost sharing for breast examinations.Prohibits health insurance carriers from imposing cost sharing fordiagnostic breast examinations and supplemental breast examinations, as those terms are defined in the bill, under certain insurancepolicies, subscription contracts, and health care plans delivered,issued for delivery, or renewed in the Commonwealth on and after January 1, 2025. The bill provides that such examinations include examinations using diagnostic mammography, breast magnetic resonanceimaging, or breast ultrasound.

State and Local Government Conflict of Interests Act and the General Assembly Conflicts of Interests Act; deadline for annual filing of disclosure statements; deadline for public disclosure. Changes the filing deadline for statements of economic interests and financial disclosure statements from February 1 to December 15. The bill requires the forms to be made public within 30 days of the filing deadline; currently, this is required within six weeks of the filing deadline.
