Health Insurance Premium Payment program; enrollmentof eligible individuals. Requires the Department of Medical Assistance Services to enroll in the Health Insurance Premium Payment programevery person who is eligible for medical assistance services providedpursuant to the state plan for medical assistance services and whohas a household income that is equal to or greater than 100 percentof the federal poverty level for a household the size of such person'shousehold and meets the criteria for enrollment in such program unlessenrolling the person in such program is determined not to be costeffective. The bill also requires the Department to remove a personwho provides written notification that he does not wish to participatein the Health Insurance Premium Payment program from such programwithin 30 days of receipt of such written notification.

Firearms ordinances; applicability to propertylocated in multiple localities. Allows a landowner whose property,including multiple contiguous parcels, spans two or more localitiesto elect to have the firearms ordinances of the locality in whichthe largest portion of the contiguous parcel lies apply to anyonehunting on the property. The bill requires any landowner making suchan election to notify the Department of Game and Inland Fisheries.The bill satisfies the reenactment requirement of Chapter 830 of the Acts of Assembly of 2019.

Alcoholic beverage control; general powers ofthe Board of Directors of the Virginia Alcoholic Beverage ControlAuthority; prohibition against advertising calculated to induce salesof products sold by the Board. Prohibits the Board of Directorsof the Virginia Alcoholic Beverage Control Authority (the Board)from engaging in any advertising that is calculated to induce salesof alcoholic beverages sold by the Board. The bill defines "advertising"as any written or verbal statement, illustration, or depiction, includingany written, printed, graphic, or other material; billboard, sign,or other outdoor display; publication; or radio or television broadcast.

Firearms ordinances; property in multiple localities; affirmative defense. Provides that a hunter on private propertythat is owned by a particular landowner and spans two or more localitieswith differing firearms ordinances shall have an affirmative defenseto a charge of violating such an ordinance in the second localityif he was in compliance at all times with the counterpart ordinancein the first locality.

Group Violence Intervention Board; Divisionof Group Violence Intervention; Project Ceasefire Grant Fund; ProjectExile Grant Fund. Establishes the Group Violence InterventionBoard to coordinate and assist federal, state, and local group violenceintervention efforts. The bill also establishes within the Departmentof Criminal Justice Services (the Department) the Division of Group Violence Intervention (the Division), to be headed by an executivedirector appointed by the Director of the Department. The bill providesthat the Division is responsible for (i) coordinating the effortsof members of state and local law enforcement, community members,and social services providers to combat group violence; (ii) serving as a clearinghouse for research, best practices, and strategies thatmay be utilized in the implementation, execution, and evaluationof group violence interventions; and (iii) implementing and administeringvarious federal, state, and local grant funds that aid group violenceintervention efforts. Finally, the bill creates the Project CeasefireGrant Fund, which provides money to organizations that are involvedin group violence intervention efforts, and creates the Project ExileGrant Fund, which provides money to organizations that assist formergang members or individuals attempting to leave gangs.
