Tax credit for parents of stillborn child.Establishes a refundable income tax credit for individual filersor married persons filing jointly for taxable years on and afterJanuary 1, 2022, but before January 1, 2027, in an amount equal to$2,000 for each birth for which a Virginia certificate of birth resultingin stillbirth has been issued. The credit may be claimed only inthe taxable year in which the stillbirth occurred and only if thechild would have become a dependent of the taxpayer.

Group health benefit plans; sponsoring associations; formation of benefits consortium. Provides that sponsoring associations, including self-funded multiple employer welfare arrangements, mayprovide health benefit plans for small employers in the form of atrust benefit consortium, subject to certain requirements. The billincludes conditions for qualifying as a sponsoring association, requirementsfor the formation of a trust benefits consortium, and provisionsto establish a board of trustees. Under the bill, such trust benefitsconsortium is subject to the federal Employee Retirement Income SecurityAct of 1974 (ERISA) and U.S. Department of Labor regulations and suchtrust shall not include certain words or terms in its name that areuniquely descriptive of insurance companies or business, and a statementto this effect is required to be included on the first page of thehealth benefit plan documents. A benefits consortium or sponsoringassociation is exempt from the requirements of the Virginia Life,Accident and Sickness Insurance Guaranty Association and exempt fromannual license taxes under the bill.

Falun Gong; Persecution by Chinese CommunistParty. Condemns the persecution of Falun Gong practitioners bythe Chinese Communist Party.

Board of Medicine; implicit bias and culturalcompetency. Requires all practitioners licensed by the Boardof Medicine to complete two hours of continuing education in eachbiennium on topics related to implicit bias and cultural competency.

Adult protective services; central registry.Creates a central registry of substantiated complaints of adult abuse,neglect, and exploitation to be maintained by the Department forAging and Rehabilitative Services. The bill establishes (i) investigation requirements for local departments of social services related toreports of adult abuse, neglect, and exploitation; (ii) record retentionand disclosure requirements for the Department for Aging and RehabilitativeServices and local departments of social services; (iii) notice requirementsrelated to findings by local departments and central registry entries;and (iv) an appeals process to contest the findings of a local departmentrelated to substantiated reports of adult abuse, neglect, or exploitation.
