State Air Pollution Control Board; regulations; low-emissions and zero-emissions vehicle standards. Repeals theState Air Pollution Control Board's authority to implement low-emissionsand zero-emissions vehicle standards that apply for vehicles witha model year of 2025 and later.
Department of Veterans Services; Veteran'sFellowship for State Government Pilot Program. Creates, within the Department of Veterans Services, the Veteran's Fellowship forState Government Pilot Program (the Program) through which the Departmentshall collaborate with Virginia Commonwealth University to recruit veterans to participate in undergraduate-level and graduate-levelcohorts to assist such veterans in pursuing educational pathwaysto employment with the Commonwealth. The Department shall reportannually to the General Assembly by November 1 regarding the progressof the participants, the return on investment for the Commonwealth,and recommendations for Program enhancements. The bill has an expirationdate of July 1, 2027.
Issuing citations; vehicle equipment. Removesthe provisions that provide that no law-enforcement officer may lawfullystop a motor vehicle for operating with defective and unsafe equipmentand removes the accompanying exclusionary provisions.

Certificate of public need; hospitals licensedby the Department of Behavioral Health and Developmental Services; psychiatric beds. Excludes from the list of medical care facilitiesfor which a certificate of public need is required hospitals licensedas a provider by the Department of Behavioral Health and DevelopmentalServices. The bill excludes the following from the list of projectsfor which a certificate of public need is required for certain medicalcare facilities: (i) an increase or relocation of psychiatric bedslicensed by the Department, (ii) the introduction of any psychiatricservice when such medical care facility has not provided such servicein the previous 12 months, and (iii) the conversion of beds to psychiatricbeds. The bill also modifies the list of projects for which a certificateof public need is required for certain medical care facilities by requiring a certificate for the conversion of any psychiatric inpatientbeds to nonpsychiatric inpatient beds. Under current law, a certificateis required for the conversion of a psychiatric bed to a nonpsychiatricbed only when the psychiatric bed was approved pursuant to a Requestfor Applications (RFA).
Child day centers operated by religious institutions; exemption from licensure by Superintendent of Public Instruction.Exempts fully from the statutory requirement to be licensed by theSuperintendent of Public Instruction any child day center that is operated or conducted under the auspices of a religious institutionthat (i) has tax exempt status as a nonprofit religious institutionin accordance with § 501(c) of the Internal Revenue Code of 1954,as amended, or (ii) owns and exclusively occupies real property thatis exempt from local taxation. Under current law, such child daycenters are exempt from licensure but are still subject to severalenumerated requirements. The bill, however, preserves the requirementfor such child day centers to conduct background checks for employeesand volunteers and prohibits the employment or service at such child day centers of any such individual who has been convicted of anybarrier crime as defined in relevant law or who is the subject ofa founded complaint of child abuse or neglect.
Veterans and active duty members of the ArmedForces; teachers; credit for service. Requires each local schoolboard to give any veteran or active duty member of any of the ArmedForces of the United States or the Commonwealth who it employs asa teacher in the local school division credit for any time servedin any such forces in determining such teacher's step on the localschool division's teacher salary scale.
