Surface mineral mines; local authority.Authorizes a locality to regulate certain aspects of surface mineralmines including (i) creating a reasonable buffer zone around anyblasting area of any surface mineral mine adjacent to or within areasonable distance of a school, park, or other public gatheringspace; (ii) approving the plan of operation and the bond requirementsfor a surface mining operation permit; and (iii) requiring a reasonabledecrease in the approved height of a mine refuse pile, provided suchdecrease will not affect its safety or structural integrity.

Alcoholic beverage control; distillers' licenses;remote stores and tasting rooms. Allows a licensed distillerwho operates a government store for the sale of spirits to (i) conducttastings and (ii) sell spirits for off-premises consumption at fouradditional locations designated in the license.

Traffic incident management vehicles. Authorizes traffic incident management vehicles, defined in the bill, operated by persons who meet certain training requirements to be equipped with sirens and flashing red or red and white secondary warning lights and to be exempt from certain traffic regulations at or en route to the scene of a traffic accident or similar incident.

Addstraffic incident management vehicles, defined in the bill, operatedby persons who meet certain training requirements to a list of vehiclesexempt from certain traffic regulations at or en route to the sceneof a traffic accident or similar incident. The bill also allows suchvehicles to be equipped with sirens and flashing red or red and whitesecondary warning lights. This bill was incorporated into HB 983.

Speed limits for certain large vehicles; U.S.Route 17. Sets the maximum speed limit on U.S. Route 17 betweenthe Town of Warrenton and the census-designated place of Marshallin Fauquier County at 55 miles per hour if the vehicle is a passenger motor vehicle, bus, pickup or panel truck, or a motorcycle and 45miles per hour if the vehicle is a truck, tractor truck, or combinationof vehicles designed to transport property, or is a motor vehiclebeing used to tow a vehicle designed for self-propulsion, or a housetrailer.

Workers' compensation; presumption of compensability for certain diseases. Adds cancers of the colon, brain, or testes to the list of cancers that are presumed to be an occupational disease covered by the Virginia Workers' Compensation Act when firefighters and certain employees develop the cancer. The measure removes the compensability requirement that the employee who develops cancer had contact with a toxic substance encountered in the line of duty. The measure also removes the definition of a toxic substance as a known or suspected carcinogen, as defined by the International Agency for Research on Cancer, that causes or is suspected to cause specific types of cancers for which the presumption of compensability exists. This bill was incorporated into SB 9.
