Arrest and prosecution when experiencing orreporting overdoses. Provides that an individual who is subjectto arrest or prosecution for the unlawful purchase, possession, or consumption of alcohol, possession of a controlled substance, possessionof marijuana, intoxication in public, or possession of controlledparaphernalia may be offered a first offender deferred dispositionprogram or drug treatment court docket program if such person is reporting an overdose and seeking emergency medical attention. Undercurrent law, such person would be immune from arrest and prosecution.

Mini-trucks; definition; use on certain highways. Defines a "mini-truck" and classifies it as a utility vehicle. The bill provides that mini-trucks may be operated on any highway inthe Commonwealth with a speed limit of 55 miles per hour or less.
Constitutional amendment (first reference);Literary Fund; exemption for certain asset forfeiture. Amendsthe Constitution of Virginia to provide an exemption for propertyseized and forfeited to the Commonwealth for a violation of commercialsex trafficking and commercial sexual conduct crimes from the requirementthat all property accruing to the Commonwealth by forfeiture shallbe deposited into the Literary Fund. The amendment provides thatthe proceeds from such forfeited property shall be distributed bylaw for the purpose of providing treatment or specialized servicesto victims of sex trafficking.
