Motion picture production tax credit; aggregatecap. Increases beginning in fiscal year 2020 the aggregate limiton the amount of motion picture production tax credits that may beissued from $6.5 million to $13 million annually. The bill providesthat the increase to the cap shall be reserved for productions filmedin economically distressed areas of Virginia.
James Solomon Russell Day. Designates March28, in 2020 and in each succeeding year, as James Solomon RussellDay in Virginia.

Virginia Telephone Privacy Protection Act.Provides that for the purposes of the Virginia Telephone Privacy Act (the Act), "telephone solicitation call" includes any text message sent to any wireless telephone with a Virginia area code, or toa wireless telephone registered to any natural person who is a resident of the Commonwealth, for the purpose of offering or advertising anyproperty, goods, or services for sale, lease, license, or investment,including offering or advertising an extension of credit. The billprohibits a telephone solicitor from engaging in any conduct thatresults in the display of false or misleading caller identificationinformation on the called party's telephone. The bill increases theamount of damages and the amount of the civil penalty for violationsof the Act from $500 for each such violation to $500 for a firstviolation, $1,000 for a second violation, and $5,000 for each subsequentviolation and increases to $5,000 the maximum civil penalty the courtmay impose for a willful first or second violation.

Kings Highway Bridge. Declares that theKings Highway Bridge, located in the City of Suffolk, is eligiblefor state of good repair funds. The bill also directs the CommonwealthTransportation Board, the City of Suffolk, and members of the Houseof Delegates and Senate of Virginia representing the City of Suffolkto work together to identify potential funding sources for the replacementof the bridge.
Redistricting; role of Supreme Court of Virginia. Directs the Supreme Court of Virginia to enact rules and proceduresfor implementing the constitutional requirement that the Court establishcongressional or state legislative districts in the event districts fail to be enacted. The rules and procedures enacted by the Courtare required to allow public participation in the Court's redistrictingdeliberations, to provide for the Division of Legislative Servicesto provide staff support and technical assistance to the Court, andto ensure districts established by the Court adhere to constitutional and statutory criteria. The bill directs the Court to appoint aspecial master to assist in the establishment of districts and authorizesthe Court to adjust the date of the primary election and various related deadlines as may be necessary to allow for the establishmentof districts. The bill has a contingent effective date of November15, 2020, provided that the voters approve the amendments to ArticleII of the Constitution of Virginia, amending Section 6 and adding Section 6-A, at the November 2020 general election.
