Minimum wage. Increases the minimum wagefrom its current federally mandated level of $7.25 per hour to $9.75per hour, effective July 1, 2020; to $10.75 per hour, effective July1, 2021; to $11.75 per hour, effective July 1, 2022; to $12.75 perhour, effective July 1, 2023; to $14 per hour, effective July 1,2024; and to $15 per hour, effective July 1, 2025, unless a higherminimum wage is required by the federal Fair Labor Standards Act (FLSA). The measure also provides that the Virginia minimum wage appliesto persons whose employment is covered by the FLSA and to publicemployees.

Constitution of the United States; Equal RightsAmendment. Ratifies the Equal Rights Amendment to the Constitutionof the United States that was proposed by Congress in 1972.

Board of Education; mental health break spaces; regulations. Requires the Board of Education to amend its regulations to require that each public school create and maintain a mental health break space within the public school building. The bill requires the Board of Education to collaborate with the Department of Behavioral Health and Developmental Services in the creation of regulations for the mental health break spaces.

Commending the Washington Nationals.

Prohibited discrimination; sexual orientationand gender identity. Prohibits discrimination in employment andpublic accommodations on the basis of sexual orientation or genderidentity. The bill codifies existing prohibited discrimination inpublic employment on the basis of race, color, religion, nationalorigin, sex, pregnancy, childbirth or related medical conditions,age, marital status, disability, or status as a veteran and adds discrimination based on sexual orientation or gender identity to thelist of unlawful discriminatory housing practices. The bill containstechnical amendments.

Department of General Services; Division ofSupport Services; parking facilities; cell phone service. Requiresthe Division of Support Services within the Department of GeneralServices to install and maintain industrial cell phone signal boosters,defined in the bill, in any parking facility for officers and employeesof the Commonwealth.

Health insurance; coverage for mammograms.Requires health insurers, on and after January 1, 2021, to providecoverage for low-dose screening mammograms at rates that are more frequent than is currently required if the covered individual hasa family history of breast cancer. If the individual has a familyhistory of breast cancer, the bill requires coverage for annual mammogramsfrom age 30 through 49 and biannual mammograms starting at age 50.However, the age at which such coverage of annual mammograms startsshall be younger than 30 if the covered individual's mother was diagnosedwith breast cancer at an age earlier than 40, in which event coveragestarts during the year that the individual attains an age that is10 years younger than the age of the individual's mother at thetime of her diagnosis.

Constitutional amendment (first resolution);political reform. Prohibits the establishment of electoral districtsthat intentionally or unduly favor or disfavor any political partyand requires the General Assembly to regulate the role of money inelections and governance to ensure transparency, to prevent corruption,and to protect against the buying of access to or influence overelected officials.

Constitutional amendment (first resolution); qualifications of voters; automatic restoration of civil rights. Provides for the automatic restoration of civil rights for persons convicted of felonies upon completion of their sentences. The present Constitution provides for restoration of rights by the Governor, and the amendment retains this right.

Constitutional amendment (first resolution);General Assembly; term limits. Limits members of the Senate tothree full terms (12 years) and members of the House of Delegatesto six full terms (12 years). The limitations apply to service forboth consecutive and nonconsecutive terms. Service for a partialterm does not preclude serving the allowed number of full terms. The limits apply to terms of service beginning on and after the startof the 2024 Regular Session of the General Assembly.
