Omitted taxes; installment agreements. Allowsthe governing body of a locality to allow its treasurer or othercollecting official to enter into an installment agreement lastingup to 72 months for payment of taxes by a taxpayer who has been assessedwith omitted taxes.
State parks; First Responder and Veteran Passport;discounted entry and parking. Establishes a First Responder andVeteran Passport that entitles a first responder or a veteran ofthe Armed Forces of the United States or other military service toreceive a 50 percent discount on parking and admission fees at stateparks in the Commonwealth.
Fossil fuel projects moratorium; transitioningenergy workers; environmental justice protections. Establishesa moratorium, effective January 1, 2025, on any approval by any state agency or political subdivision required for (i) electric generatingfacilities that generate fossil fuel energy through the combustionor use of a fossil fuel resource, (ii) import or export terminalsfor fossil fuel resources, (iii) modification of an import or export terminal for a fossil fuel resource, (iv) gathering lines or pipelinesfor the transport of any fossil fuel resource that requires the useof public land or eminent domain on private property, (v) modificationof such gathering lines or pipelines, (vi) refineries of a fossilfuel resource, (vii) facilities that change the physical state offossil fuels for the purposes of transporting such fuels, and (viii)exploration for any type of fossil fuel, unless preempted by applicablefederal law. The measure requires the establishment of job training programs and energy worker protections, transitional assistancefor workers in the fossil fuel industry and affected communities,and environmental justice protections.
Radar detectors. Authorizes the use andsale of devices and mechanisms to detect a radar, laser, or otherdevice or mechanism employed by law-enforcement personnel to measurethe speed of motor vehicles on the highways of the Commonwealth forlaw-enforcement purposes, commonly known as radar detectors. Thebill retains the prohibition on the use of such devices in a commercialmotor vehicle.
Central State Hospital; psychiatric bed allocation. Directs Central State Hospital to designate additional beds as forensicand psychiatric beds.

Constitutional amendment (first reference);qualifications of voters; right to vote; persons not entitled tovote. Provides that every person who meets the qualificationsof voters set forth in the Constitution of Virginia shall have thefundamental right to vote in the Commonwealth and that such rightshall not be abridged by law, except for persons who have been convictedof a felony and persons who have been adjudicated to lack the capacityto understand the act of voting. A person who has been convictedof a felony shall not be entitled to vote during any period of incarcerationfor such felony conviction, but upon release from incarceration forthat felony conviction and without further action required of him,such person shall be invested with all political rights, includingthe right to vote. Currently, in order to be qualified to vote a personconvicted of a felony must have his civil rights restored by theGovernor or other appropriate authority. The amendment also providesthat a person adjudicated by a court of competent jurisdiction aslacking the capacity to understand the act of voting shall not be entitled to vote during this period of incapacity until his capacityhas been reestablished as prescribed by law. Currently, the Constitutionof Virginia provides that a person who has been adjudicated to bementally incompetent is not qualified to vote until his competencyis reestablished.
