Acknowledging with profound regret the unethicaluse of Black bodies by medical institutions. Expresses the sentimentof the General Assembly in acknowledging with profound regret theunethical use of Black bodies by medical institutions in the Commonwealth.
Firearm locking device required for sale ortransfer of firearm; warning against accessibility to children; penalty.Makes it a Class 1 misdemeanor for any licensed manufacturer, licensedimporter, or licensed dealer to sell, deliver, or transfer any firearmto any person other than a licensed manufacturer, licensed importer,or licensed dealer unless the transferee is provided with a lockingdevice for that firearm and the firearm is accompanied by a warning,in conspicuous and legible type in capital letters printed on a labelaffixed to the firearm and on a separate sheet of paper included within the packaging enclosing the firearm, that firearms should be lockedand kept away from children and that there may be civil and criminalliability for failing to do so. The bill provides exceptions forlaw-enforcement and governmental agencies.
Food and beverage tax; meals tax; discount.Allows a county, city, or town to provide a commission to a businessfor collecting and remitting to the locality a meals tax or a foodand beverage tax regardless of whether the business is delinquenton the collection and remittance of such tax. The rate of such commissionshall be set by ordinance and shall not exceed the amount of taxdue.
Local tax; penalties and interest. Requireslocalities to apply voluntary payments made by a taxpayer to thetax return that accompanies such payment. The bill provides thatno interest will accrue on any unpaid balances 90 days after thedate on which a taxpayer files an application for correction by thelocality, an administrative appeal, or an application to court formeals taxes, until such appeal is resolved. The bill creates noticeprocedures prior to a locality making a levy on property due to delinquenttax payments. With respect to any local food or beverage tax, followingthe denial of a taxpayer's application for correction, the bill providesthat the locality and taxpayer may agree to settle the liabilitypursuant to an offer in compromise. The bill also provides that followingan application to court to correct erroneous assessments of locallevies, the court may award reasonable attorney fees to the prevailingparty.
Absentee voting in person; voter satellite offices; days and hours of operation. Authorizes the governing body of any county or city establishing voter satellite offices for absentee voting in person to prescribe, by ordinance, the dates and hours of operation for such offices. The bill prohibits any reduction in the dates or hours of operation of such offices to be enacted within 60 days of any general election.
Progressive Supranuclear Palsy Month of Awareness. Designates May, in 2024 and in each succeeding year, as Progressive Supranuclear Palsy Month of Awareness in Virginia.
Coach Appreciation Week. Designates theweek of October 6, in 2024 and in each succeeding year, as CoachAppreciation Week in Virginia.
Postural Orthostatic Tachycardia Syndrome Awareness Day. Designates October 25, in 2024 and in each succeeding year, as Postural Orthostatic Tachycardia Syndrome Awareness Day in Virginia. This bill incorporates HJ 37.
