Restroom Access Act. Requires a retailestablishment that does not have a public restroom but has an employee toilet facility to allow any customer with an eligible medical condition, defined in the bill as Crohn's disease, ulcerative colitis, irritablebowel syndrome, or any other medical condition that requires immediateaccess to a toilet facility, to use such employee toilet facilityduring normal business hours if certain conditions are met. A customer who suffers loss as a result of a violation may bring an action torecover damages not to exceed $100.

Public institutions of higher education; release of student transcripts. Requires each public institution of higher education to release an academic transcript directly to the employer or prospective employer of a student currently or formerly enrolled at such institution upon the request of the student. The bill also prohibits any public institution of higher education from conditioning the release of an academic transcript to a student currently or formerly enrolled at such institution on the payment of an outstanding debt if (i) such outstanding debt is less than $500, (ii) such outstanding debt is less than $1,000 and such currently or formerly enrolled student received a Federal Pell Grant at any time during his enrollment, or (iii) such currently or formerly enrolled student has enrolled in a repayment plan and has made at least three consecutive monthly payments on such outstanding debt.

Manufactured home parks; resident rights.Provides that a rental agreement with a term of one year or morewill not be automatically renewed if the tenant notifies the landlord60 days prior to the expiration date of such tenant's intent to notrenew the agreement. The bill permits a tenant to not renew a rentalagreement due to a change in terms of the agreement by the landlordif such tenant notifies the landlord of his intent to not renew therental agreement within 30 days of receiving the notice of the changein terms. The bill allows a landlord to include in a written rentalagreement a late fee, not to exceed 10 percent of the amount of therent due and owed, for unpaid rental payments. The bill increasesfrom 60 days or more to less than one year the term of a rental agreementthat may be terminated by written notice at least 60 days prior tothe termination date of the agreement. Finally, the bill removesthe right of a landlord to evict a tenant for two or more violationsof any rule or provision of the rental agreement occurring withina six-month period.

Public school staffing ratios; teachers; Englishlanguage learner students. Requires state funding to be providedpursuant to the general appropriation act to support divisionwideratios of English language learner students in average daily membershipto full-time equivalent teaching positions as follows: (i) for eachEnglish language learner identified as proficiency level one, oneposition per 25 students; (ii) for each English language learner identified as proficiency level two, one position per 30 students;(iii) for each English language learner identified as proficiencylevel three, one position per 40 students; and (iv) for all otherEnglish language learners, one position per 50 students. Current law requires state funding to be provided pursuant to the general appropriationact to support one such teaching position per 50 English languagelearner students, regardless of the identified English proficiencylevel of such students.

Social Work Licensure Compact. Authorizes Virginia to become a signatory to the Social Work Licensure Compact. The Compact allows social workers who have or are eligible for an active, unencumbered license in the compact member state where they reside to apply for a multistate license. After verifying eligibility, the social worker is granted a multistate license that authorizes practice in all other compact member states. The Compact takes effect when it is enacted by a seventh member state. This bill is identical to HB 326.

Search warrants, subpoenas, court orders, or other process; menstrual health data prohibited. Prohibits the issuance of a search warrant, subpoena, court order, or other process for the purpose of the search and seizure or production of menstrual health data, as defined in the bill, including data stored on a computer, computer network, or other device containing electronic or digital information. This bill is identical to HB 78.

Department of Medical Assistance Services; remote ultrasound procedures; remote fetal non-stress tests. Directs the Department of Medical Assistance Services to modify the state plan for medical assistance services to include a provision allowing for payment under certain conditions for remote ultrasound procedures and remote fetal non-stress tests.

State Health Services Plan Task Force; certificate of public need; recommendations. Directs the Board of Health to convene the State Health Services Plan Task Force to make recommendations on expedited review of projects subject to certificate of public need requirements.

Office of Education Economics; administration of the Virginia Education and Workforce Longitudinal Data System; report. Renames the Virginia Longitudinal Data System as the Virginia Education and Workforce Longitudinal Data System (the System), shifts the duty to administer the System from the State Council of Higher Education for Virginia to the Office of Education Economics (the Office) of the Virginia Economic Development Partnership, and establishes several duties for the Office relating to the administration of the System, including collaborating with the Office of Data Governance and Analytics, developing a strategic plan, overseeing compliance regarding the protection of data shared with the System, and establishing the research agenda for the System. The bill requires the Virginia Information Technologies Agency to provide technical assistance to the Office relating to the administration of the System.

Advisory Council on Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections and Pediatric Acute-Onset Neuropsychiatric Syndrome; sunset. Extends from July 1, 2020, to July 1, 2028, the sunset of the Advisory Council on Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections and Pediatric Acute-Onset Neuropsychiatric Syndrome.
