A BILL to amend and reenact §§ 58.1-4000, 58.1-4002 through 58.1-4008, 58.1-4023, 58.1-4027, 58.1-4100, 58.1-4102, 58.1-4103, 58.1-4105 through 58.1-4117, 58.1-4119 through 58.1-4124, 58.1-4126, 58.1-4127, 58.1-4133, 58.1-4136, 58.1-4138, and 58.1-4140 of the Code of Virginia; to amend the Code of Virginia by adding in Title 58.1 a chapter numbered 40.1, containing articles numbered 1 through 2, consisting of sections numbered 58.1-4049 through 58.1-4074, by adding in Title 58.1 a chapter numbered 40.2, consisting of sections numbered 58.1-4075 through 58.1-4093, by adding in Title 58.1 a chapter numbered 42, consisting of sections numbered 58.1-4142 through 58.1-4172, by adding in Title 58.1 a chapter numbered 43, consisting of sections numbered 58.1-4173 through 58.1-4187, by adding in Title 58.1 a chapter numbered 44, containing articles numbered 1 through 6, consisting of sections numbered 58.1-4188 through 58.1-4236; and to repeal Article 1.1:1 (§§ 18.2-340.15 through 18.2-340.37) of Chapter 8 of Title 18.2, §§ 58.1-4001, 58.1-4007.1, 58.1-4007.3, 58.1-4009 through 58.1-4022.1, and 58.1-4029, Article 2 (§§ 58.1-4030 through 58.1-4048) of Chapter 40 of Title 58.1, Chapter 29 (§§ 59.1-364 through 59.1-405) of Title 59.1, and Chapter 51 (§§ 59.1-556 through 59.1-570) of Title 59.1 of the Code of Virginia, relating to revenues, taxes, gaming, and lottery.

Autism Advisory Council repealed; Autism Advisory Board established. Establishes the Autism Advisory Board (the Board) as an advisory board in the executive branch of state government with the purpose of advising the Governor, cabinet members, and the General Assembly on strategies to promote coordination of services and resources among agencies involved in the delivery of services to Virginians with autism spectrum disorders and to increase public awareness of such services and resources. The bill describes the membership, powers, and duties of the Board. The bill also repeals the Autism Advisory Council, currently set to expire on July 1, 2027.
Study; JLARC; creation of Secretariat of Rural Affairs; report. Directs the Joint Legislative Audit and Review Commission to study the need for and feasibility of creating a Secretariat of Rural Affairs in the Commonwealth.

Income tax credit; braille labeling program. Creates a nonrefundable individual and corporate income tax credit, as applicable, for taxable years 2026 through 2030 for up to $50,000 of expenditures incurred in the development and implementation of a braille labeling program on products, items, or packages sold in or shipped within the Commonwealth. The bill specifies that the aggregate amount of such credits allowed for all taxpayers in a taxable year is $500,000 and that any credit not usable for the taxable year in which it is first allowed shall not be carried over for credit in any succeeding taxable year.
Health insurance; balance billing protection; emergency medical services vehicle transportation. Prohibits an out-of-network health insurance provider from balance billing any enrollee for transportation provided by an emergency medical services vehicle, defined in the bill as any vehicle, vessel, or aircraft that holds a valid permit issued by the Office of Emergency Medical Services and that is equipped, maintained, or operated to provide emergency medical care or transportation of patients who are sick, injured, wounded, or otherwise incapacitated or helpless.
Virginia African American, Asian American, Pacific Islander, Latino, and Indigenous Education Advisory Board established; report. Creates the Virginia African American, Asian American, Pacific Islander, Latino, and Indigenous Education Advisory Board (the Board) to advise the Governor and General Assembly on current ways that history for such populations is described in relevant Standards of Learning and curriculum frameworks, how such content is taught in classrooms, and strategies to develop African American, Asian American, Pacific Islander, Latino, and Indigenous history and social studies elective courses. The bill requires the Board to submit an annual report to the Governor and General Assembly. Additionally, the bill requires the Board to meet at least once prior to December 31, 2027. Finally, the bill contains a sunset date of July 1, 2030.
Department of Education; best practices for implementation in public schools of technology tools to assist with the identification of students at risk of engaging in self-harm or intending to inflict harm on others; report. Directs the Department of Education to convene a work group consisting of representatives set forth in the bill, as determined by the Department in consultation with and based on consideration of suggestions from statewide education organizations and appropriate technology industries, for the purpose of identifying and making recommendations to the chairs of the Senate Committee on Education and Health and the House Committee on Education on best practices for the procurement, implementation, and use in public schools of technology tools designed to assist with the identification of students at risk of engaging in self-harm or intending to inflict harm on others. The bill directs the work group to submit a report on its findings and recommendations to the chairs of the Senate Committee on Education and Health and the House Committee on Education by November 15, 2026.
