Unemployment compensation; disqualificationfor benefits; misconduct does not include refusing COVID-19 vaccine.Provides that for the purposes of the Virginia Employment Commissiondetermining if an individual was separated or partially separatedfrom employment for misconduct and would be disqualified for unemploymentbenefits, the term "misconduct" does not include an employee's refusalto receive or receive in part any primary series or booster shotof a vaccine for the prevention of COVID-19.

Commending Virginia Polytechnic Institute andState University.

Multi-jurisdiction grand jury; elder abuse crimes. Adds the following to the list of crimes that a multi-jurisdiction grand jury may investigate: (i) financial exploitation of mentally incapacitated persons and (ii) abuse and neglect of incapacitated adults.

Overtime pay requirements; volunteers. Permitsindividuals who work as both employees and on a volunteer basis fora public body, church, or nonprofit organization to earn overtimewages for hours worked as an employee only and continues to excludehours worked on a volunteer basis from overtime wage requirements.

School principals; incident reports. Requiresthat school principals report to law enforcement certain enumerated acts that may constitute a misdemeanor offense and report to theparents of any minor student who is the specific object of such actthat the incident has been reported to law enforcement. Under currentlaw, principals are required to make such reports only for such actsthat may constitute a felony offense.

Voter registration; registration permitted upto and including the day of the election. Repeals a provision that would permit any person who is qualified to register to voteto register to vote in person up to and including the day of theelection, notwithstanding any deadline for the close of registrationrecords. The repeal will limit the persons who are entitled to registerto vote after the close of registration records to (i) any memberof a uniformed service of the United States who is on active duty,(ii) any person residing temporarily outside of the United States,and (iii) the spouse or dependent residing with someone listed in(i) or (ii).

Law-enforcement civilian oversight bodies. Removes theauthority of a locality to establish a law-enforcement civilian oversight body.Under current law, law-enforcement civilian oversight bodies may (i) receive,investigate, and issue findings on complaints from civilians regarding conductof law-enforcement officers and civilian employees; (ii) investigate and issuefindings on incidents, including the use of force by a law-enforcement officer,death or serious injury to any person held in custody, serious abuse ofauthority or misconduct, allegedly discriminatory stops, and other incidentsregarding the conduct of law-enforcement officers or civilian employees; (iii)make binding disciplinary determinations in cases that involve serious breachesof departmental and professional standards; (iv) investigate policies,practices, and procedures of law-enforcement agencies and make recommendationsregarding changes to such policies, practices, and procedures; (v) review allinvestigations conducted internally by law-enforcement agencies and issuefindings regarding the accuracy, completeness, and impartiality of suchinvestigations and the sufficiency of any discipline resulting from suchinvestigations; (vi) request reports of the annual expenditures oflaw-enforcement agencies and make budgetary recommendations; (vii) make publicreports on the activities of the law-enforcement civilian oversight body; and(viii) undertake any other duties as reasonably necessary for the law-enforcementcivilian oversight body to effectuate its lawful purpose to effectively overseethe law-enforcement agencies as authorized by the locality.

Study; Virginia State Crime Commission; prohibitionon the sale of nitrous oxide by retailers of tobacco and tobacco-relatedproducts; report. Directs the Virginia State Crime Commissionto study whether the sale of nitrous oxide should be specificallyprohibited by a retailer of tobacco or tobacco-related products.

Carrying dangerous weapon to place of religiousworship; repeal. Repeals the prohibition on the carrying of dangerousweapons in a place of worship without good and sufficient reasonwhile a meeting for religious purposes is being held at such place.

Virginia Public Procurement Act; required contract provisions; prohibition on participation in boycott of Israel.Requires all public bodies to include in every contract of more than$10,000 certain provisions, outlined in the bill, related to participation in a boycott of Israel, its instrumentalities, or any of its territorieswhile engaged in commercial activities pursuant to the terms of thecontract. The bill also provides that such contractors shall includethose same provisions in every subcontract or purchase order of morethan $10,000, so that the provisions will be binding upon each subcontractoror vendor.
