Memorializing the United States Congress toenact the Virginia Beach Strong Act. Urges the United StatesCongress to enact the Virginia Beach Strong Act and to enact any other legislation necessary to resolve the tax consequences of donationsand distributions related to the Virginia Beach mass shooting.
Recognizing that the Virginia Beach TragedyFund is performing an essential government service with respect tothe Virginia Beach mass shooting. States that the House of Delegatesrecognizes that the Virginia Beach Tragedy Fund, which is administered by United Way of South Hampton Roads in cooperation with the Cityof Virginia Beach, is performing an essential government servicewith respect to the Virginia Beach mass shooting.
Management of the menhaden fishery. Requires the Virginia Marine Resources Commission (the Commission) to adopt regulations to implement the Atlantic States Marine Fisheries Commission's Interstate Fishery Management Plan for Atlantic Menhaden and authorizes the Commission to adopt regulations for managing the Commonwealth's menhaden fishery. The bill also requires that any moratorium on the fishery be subject to legislative review. The bill repeals several Code sections relating to quotas, allocation of allowable landings, and administrative procedures that will be included in a regulatory framework for managing the fishery. This bill was incorporated into HB 1448.

Taxes on income, wills, and administrations;exemption for victims of the Virginia Beach mass shooting and forpayments to such victims. Establishes an income tax exemptionfor relief payments paid to a victim of the Virginia Beach mass shootingor a parent, guardian, child, or spouse of a victim. The bill alsoestablishes an exemption from probate tax for a person killed orinjured in the shooting. The bill provides that if, prior to itsenactment, a person eligible for a tax exemption pursuant to thebill paid tax to the Commonwealth or a locality for a will or grantof administration of a victim's estate, either the Commonwealth orthe locality shall refund the tax. Thebill establishes a deduction for a taxpayer's relief payment, whetherdirectly or indirectly, to a victim of the Virginia Beach mass shooting,provided the taxpayer coordinates with the City of Virginia Beachto identify victims and distribute payments.
