Voter registration; presumption of domicile, members of a uniformed service and others.

Voter registration; presumption of domicile;members of a uniformed service and others. Provides that a memberof a uniformed service who is on active duty with permanent ordersstationing him in the Commonwealth shall be presumed to have establisheddomicile for purposes of satisfying the residency requirements forvoter registration, if he has also established physical presenceand a place of abode in the Commonwealth, unless he expressly statesotherwise. The bill provides for the same presumption for his spouseand any dependent residing with him. The bill defines "uniformedservice," the same way the term is defined in the Uniform Militaryand Overseas Voter Act, as the (i) active and reserve componentsof the Army, Navy, Air Force, Marine Corps, or Coast Guard of theUnited States; (ii) Merchant Marine, commissioned corps of the PublicHealth Service, or commissioned corps of the National Oceanic andAtmospheric Administration of the United States; or (iii) VirginiaNational Guard.

Study; continuing the Joint Subcommittee on Coastal Flooding; report. Continues the Joint Subcommittee on Coastal Flooding as the Joint Subcommittee on Recurrent Flooding for two additional years, through the 2023 interim. The resolution expands the review of the joint subcommittee to include riverine and stormwater flooding. The joint subcommittee is directed to recommend short-term and long-term strategies for minimizing the impact of flooding. This resolution is identical to SJ 35.

Requires the Department of Electionsto provide an interface to the campaign finance database maintainedby the Department that allows users to easily search for and sortinformation by individual candidates and types of elections, offices,committees, and donors; donations, expenditures, loans, and othercategories of information included in campaign finance reports; andlate filings, incomplete filings, and other violations. The interfaceshall also provide users tools for manipulating and exporting data.The bill has a delayed effective date of July 1, 2023.
