Department of Historic Resources; the GreenBook. Directs the Department of Historic Resources to developa program to identify, publicize, and educate the public about sitesin the Commonwealth featured in the Green Book.
Food donations; labeling; liability. Exempts individuals and entities that donate food and charitable organizationsthat accept food donations from criminal and civil liability fordonating or receiving food past its best-by date or other non-safety labels so long as all parties are informed. The bill provides thatimmunity from liability shall not apply in instances of gross negligenceor intentional misconduct.
Gun Violence Survivor Assistance Fund and GrantProgram. Establishes the Gun Violence Survivor Assistance Fundand Grant Program, to be administered by the Department of CriminalJustice Services for the purpose of providing grants to gun violencesurvivors who are in need of financial assistance to make accessibilityadaptations to their homes to accommodate a disability resultingfrom a gun violence-related injury.
Larceny of a catalytic converter; penalty. Provides that any person who conspires, confederates, or combines with another to commit larceny or counsels, assists, aids, or abets another in the performance of a larceny of a catalytic converter from a motor vehicle where the value of such catalytic converter is less than $1,000 is guilty of a Class 1 misdemeanor. This bill was incorporated into SB 729.
Income tax; motion picture production tax credit. Removes the sunset for the motion picture production tax credit,which currently is set to expire after taxable year 2026. The billincreases the aggregate limit on credits from $6.5 million to $15million starting with fiscal year 2021 and also provides that creditsallocated for episodic content, gaming, virtual reality, and augmentedreality productions shall not count against the aggregate limit.The bill provides that if the amount of credits actually claimedis less than the aggregate limit for that year, the unclaimed remaindershall be added to the limit for the next year. The bill authorizescredits to be issued for multiyear periods. Under current law, ifproduction continues for more than one year, the taxpayer must filea separate application for each year.
