Department of Medical Assistance Services; reimbursement rates for Early Intervention Program for Infants and Toddlers withDisabilities; work group; report. Directs the Department of MedicalAssistance Services to convene a work group of relevant stakeholdersto assess and make recommendations related to reimbursement ratesfor the federal Early Intervention Program for Infants and Toddlerswith Disabilities. The bill requires the work group to report itsrecommendations to the Chairmen of the House Committee on Health,Welfare and Institutions and the Senate Committee on Education andHealth by November 1, 2024.

Loan repayment programs; mental health professionals. Creates a loan repayment program for persons who have worked as mentalhealth professionals in the Commonwealth for at least five years.

Fetal and Infant Mortality Review Team established;penalty; report. Establishes the Fetal and Infant Mortality ReviewTeam to develop and implement procedures to ensure that fetal andinfant deaths occurring in the Commonwealth are analyzed in a systematicway. The bill requires the Team to compile triennial statisticaldata regarding fetal and infant deaths and to make such data availableto the Governor, the General Assembly, and the Department of Health.The bill provides that information and records obtained or createdby the Team and portions of meetings of the Team at which individualfetal and infant deaths are discussed shall be confidential.

Income tax deduction; union dues. Providesan income tax deduction beginning in taxable year 2024 for the amount paid by an individual for union dues for participation in a labor organization.

Hunting within certain areas of Indian Riverprohibited; City of Chesapeake. Makes it unlawful for a personto take, attempt to take, or pursue wildlife within the Indian Riverfrom its confluence with the eastern branch of the Elizabeth Riverto its southern terminus at Military Highway in the City of Chesapeake, except that fishing is permitted in such area.

Campaign finance; prohibited personal use of campaignfunds; complaints, hearings, civil penalty, and advisory opinions.Prohibits any person from converting contributions to a candidate or hiscampaign committee to personal use. Current law only prohibits such conversionof contributions with regard to disbursement of surplus funds at thedissolution of a campaign or political committee. The bill provides that acontribution is considered to have been converted to personal use if thecontribution, in whole or in part, is used to fulfill any commitment,obligation, or expense that would exist irrespective of the person's seeking,holding, or maintaining public office but allows a contribution to be used forthe ordinary and accepted expenses related to campaigning for or holdingelective office, including the use of campaign funds to pay for the candidate'schild care expenses that are incurred as a direct result of campaign activity.The bill provides that any person subject to the personal use ban may requestan advisory opinion from the State Board of Elections on such matters. The billdirects the State Board of Elections to adopt emergency regulations similar tothose promulgated by the Federal Election Commission to implement theprovisions of the bill and to publish an updated summary of Virginia campaignfinance law that reflects the State Board of Elections' and Attorney General'sguidance on the provisions of such law that prohibit the personal use ofcampaign funds and any new regulations promulgated by the State Board ofElections.

Transcranial magnetic stimulation treatment; pilot program. Directs the Department of Veterans Services to establish a pilot program to make electroencephalogram (EEG) combined transcranial magnetic stimulation treatment available for military members, veterans, first responders, law-enforcement officers, and certain agents of federal agencies and family members of the aforementioned individuals. The bill requires the Department to establish regulations for administration of the pilot program.

Paid family and medical leave insurance program; notice requirements; civil action. Requires the Virginia Employment Commission to establish and administer a paid family and medical leave insurance program with benefits beginning January 1, 2027. Under the program, benefits are paid to covered individuals, as defined in the bill, for family and medical leave. Funding for the program is provided through premiums assessed to employers and employees beginning January 1, 2026. The bill provides that the amount of a benefit is 80 percent of the employee's average weekly wage, not to exceed 80 percent of the state weekly wage, which amount is required to be adjusted annually to reflect changes in the statewide average weekly wage. The bill caps the duration of paid leave at 12 weeks in any application year and provides self-employed individuals the option of participating in the program.
