Juvenile offenders; parole. Provides that any person sentenced to a term of life imprisonment for a single felony offense or multiple felony offenses committed while that person was a juvenile and who has served at least 20 years of such sentence and any person who has active sentences that total more than 20 years for a single felony offense or multiple felony offenses committed while that person was a juvenile and who has served at least 20 years of such sentences shall be eligible for parole. This bill is identical to SB 103.

Celebrating the life of the Honorable GeraldL. Baliles.

Employment; disclosure of terms. Requires every employer of employees who are 18 years of age or older who work for daily wages or are employed to work on a project for a total of 10 days or less, with some exceptions specified in the measure, to furnish to such employees, at the time of the employee's hiring, a written disclosure of information regarding the terms of employment, including the name and address of the employer, the rate of pay and basis thereof, and the regular payday. The measure also requires employers to notify its employees in writing of any changes to this information.

Redistricting; population data; reallocationof prison populations. Provides for the preparation of adjustedpopulation data for redistricting and reapportionment purposes toreflect the reallocation of persons incarcerated in state and localcorrectional facilities. The bill provides that a person incarceratedin a state or local correctional facility whose legal residence priorto entering custody was located within the Commonwealth will be deemedto reside at such residence, and a person incarcerated in a stateor local correctional facility whose legal residence prior to enteringcustody was located outside of the Commonwealth or whose legal residenceprior to entering custody cannot be determined will be deemed toreside at the location of the facility in which he is incarcerated.Under the U.S. Census Bureau's current residence criteria, incarceratedpersons are counted at the facility in which they are incarcerated.The bill directs the Division of Legislative Services to preparethe adjusted population data, and the General Assembly and localgoverning bodies are required to use this data as the basis for reapportioningand drawing new districts. The Director of the Department of Correctionsand the Board of Corrections are required to provide to the Divisioncertain information about each person incarcerated who was incarceratedin a state or local correctional facility on the day the decennialcensus is taken, April 1 of a year ending in zero, for these purposes.

Absentee voting; no-excuse, in-person, beginningon second Saturday immediately preceding election; applicabilitydate; emergency. Provides that, beginning with the May 5, 2020,general election, no-excuse, in-person absentee voting will be availablebeginning on the second Saturday immediately preceding the election.The bill contains an emergency clause.

Hurricane and Flooding Risk Reduction and BondRating Protection Act of 2020; report. Establishes the Hurricaneand Flooding Risk Reduction and Bond Rating Protection Act of 2020,which establishes the Commonwealth of Virginia as a nonfederal sponsorof hurricane and flooding risk reduction projects. There is alsoestablished the Virginia Hurricane and Flood Risk Reduction Authority(the Authority) and a board of directors (the Board) of the Authority.The Board shall exercise for the Governor executive authority overall phases of hurricane and flood risk reduction programs, includinginvestigations, construction, operations, and maintenance. The Authorityshall be established to fulfill the directives of the Board. TheAuthority shall be hosted by a department of the Commonwealth asdesignated by the Governor. That department shall provide supportto the Authority, including budgeting, work facilities, administrative management, logistics, human resources, legal, contracts, and information resources. The Joint Legislative Audit and Review Commission (JLARC)shall consult with Louisiana's Legislative Fiscal Office to assessthe increased state and local tax flows in Louisiana that resultedfrom post-Katrina federal spending, including spending for civilworks storm and flooding risk reduction projects. The bill requiresJLARC to report to the General Assembly no later than November 1,2020, on the results of its initial assessment.

Hemp products; regulation; labeling. Directsthe Board of Agriculture and Consumer Services to adopt regulationsprohibiting the use of the term "CBD" in connection with a hemp product,which current law defines to include any lawful product that containsindustrial hemp, including oil containing an industrial hemp extract.The bill provides that such regulations shall authorize the use ofthe term "H-CBD" or "Hemp CBD" instead. The bill authorizes the Boardto adopt further regulations governing the labeling and marketingof hemp products.
