Disabled veterans and surviving spouses; state subsidy of property tax exemptions.

State subsidy of property tax exemptions fordisabled veterans and surviving spouses. Requires the Commonwealthto subsidize local real estate tax relief for disabled veterans andsurviving spouses of members of the armed forces killed in actionwhen more than one percent of a locality's real estate tax base islost due to such state-mandated tax relief programs. The Commonwealthwould subsidize only that portion of tax exempt real estate thatexceeds the one percent threshold. Thebill requires the Auditor of Public Accounts to establish an applicationprocess whereby a locality would demonstrate that more than one percentof its real estate tax base was lost. The Auditor would certify tothe Governor and the General Assembly those localities that wouldbe eligible for a subsidy, and the Governor would include in theBudget Bill a proposed appropriation of the amount of the state subsidyto be provided to localities certified as eligible localities.

Va. Public Procurement Act; preference for contractor using automatic billing verification software.

Virginia Public Procurement Act; preferencefor contractors using automatic billing verification software.Requires that, for any bid on a contract (i) in excess of $500,000and (ii) requiring work to be performed using a computer, all stateagencies give preference to responsive and responsible bidders thatagree to verify the hours worked on the associated contract and billedto the agency by using automatic billing verification software thatmeets certain standards. The bill provides that any data collectedby such automatic billing verification pursuant to a contract witha state agency is considered accounting records belonging to thecontractor; however, contractors are prohibited from selling or transferringsuch data or using it for any other purpose or manner other thanto verify and manage the hours worked on the associated contractand billed to the agency. Work performed by a state employee or ona state-owned device and contracts with any law-enforcement agencyor with any agency that is the custodian of criminal justice information,as defined in the Federal Bureau of Investigation's Criminal JusticeInformation Services Division's Security Policy, are exempted fromthe provisions of this bill.

Higher educational institutions; students & student organizations, remedies for certain violations.

Higher education; students and student organizations; remedies for certain violations. Permits any student or student organization aggrieved by a violation of certain provisions of lawrelating to campus free speech by a public institution of highereducation or any employee of such institution acting in his officialcapacity to (i) bring a cause of action against such institutionor employee for appropriate relief, including injunctive relief,monetary damages, reasonable attorney fees, and court costs; (ii)assert such violation as a defense or counterclaim in any disciplinaryaction or civil or administrative proceeding brought against suchstudent or student organization; and (iii) pursue any other remedyavailable to such student or student organization.

Composite index of local ability to pay; JLARC to study feasibility of adjusting, etc.

Study; JLARC; feasibility of adjusting the compositeindex of local ability to pay and expanding access to the cost ofcompeting adjustment; report. Directs the Joint LegislativeAudit and Review Commission to study the feasibility of adjusting the composite index of local ability to pay and expanding accessto the cost of competing adjustment by (i) reviewing current statutory,constitutional, and budgetary provisions governing the calculationof Standards of Quality costs and funding; (ii) examining the componentsof the composite index of local ability to pay and the cost of competingadjustment; (iii) evaluating other states' public school fundingformulas; and (iv) hearing local concerns and seeking input fromvarious state and national experts, as applicable.

Provides for a referendum at the November 3, 2020, election to approve or rejectan amendment that would allow the General Assembly to make technicaladjustments to legislative election district boundaries in the periodbetween decennial reapportionments, provided that the adjustment'ssole purpose is to align legislative election district boundarieswith the boundaries of voting precincts established in counties andcities.

Child abuse and neglect; valid report or complaint, alleged abuser.

Child abuse and neglect; valid report or complaint;alleged abuser. Requires a local department of social servicesto conduct an investigation or family assessment when, among otherthings, a report or complaint of child abuse or neglect is receivedin which the alleged abuser (i) is the child's relative by blood,marriage, or adoption; (ii) is the child's caretaker or has supervisorycontrol over such child; or (iii) resides or is regularly presentin the same household as the child. The bill also amends the definitionof "abused or neglected child" to accommodate this directive. Undercurrent law, local departments are only required to conduct an investigationor family assessment when the alleged abuser is the child's parentor other caretaker.
