Authorizes the localities in Planning District23 to establish a traffic control device violation monitoring systemimposing monetary liability on the operator of a motor vehicle forfailure to comply with traffic control devices at any intersectiondeemed by the local governing body to be negatively impacted by trafficdue to the Hampton Roads Bridge-Tunnel Expansion Project. The billsunsets on July 1, 2026, or upon certification by the Secretary ofTransportation that the Hampton Roads Bridge-Tunnel Expansion Projectis complete, whichever is earlier. The bill contains technical amendments.

Workers' compensation; failure to market residual capacity.

Workers' compensation; failure to market residualcapacity. Provides that an employee is not barred from receivingworkers' compensation benefits due to a failure to market residualwork capacity if credible evidence supports that the employee (i)is reasonably unemployable based upon age, education, work history,or medical conditions or (ii) is employable in some capacity andhas registered with the Virginia Employment Commission.

Allows citiesand certain towns to require annual registration by the owners ofbuildings that have been vacant for a continuous period of 12 monthsor more and that may endanger the public health, safety, or welfare.Under current law, buildings must meet a specific definition of "derelictbuilding" before their owners can be required to register by these localities.
