School boards; bathroom check policy required.

Celeste's Law; school boards; bathroom checkpolicy required. Requires each school board to develop and adopta policy that requires an employee in each public elementary andsecondary school, including any school resource officer or any schoolsecurity officer employed in such school, to check no less frequentlythan once every 30 minutes during normal school hours each restroomfacility in each such building to ensure the safety of each studentpresent in such facility.

Benefits consortium; governing bodies of three or more cities, counties, or school boards to form.

Benefits consortium for localities. Authorizesthe governing bodies of three or more cities, counties, or schoolboards to form a benefits consortium for the purpose of establishinga self-funded employee welfare benefit plan. Under current law, suchgoverning bodies or school boards are authorized to form such a benefitsconsortium if they comprised the membership of a multiple employerwelfare arrangement as of December 31, 2014. Such a benefits consortiumis required to be a nonstock corporation established to operate abenefits plan. Each member of the benefits consortium is contractuallyliable for its allocated share of the consortium's liabilities, andthe benefits consortium is exempt from taxation and from insuranceregulations.

"Occupational disease" definition.Clarifies that for the purpose of worker's compensation claims, an "occupational disease" does not include certain physical conditions resulting from repetitive and sustained physical stressors.

Alert for missing or endangered children; VirginiaCritical Operation for a Disappeared Child Initiative (Codi) Alert Program. Creates a program for local, regional, or statewide notification of a missing or endangered child. The bill defines amissing or endangered child as a child (i) who is 17 years of ageor younger or is currently enrolled in a secondary school in theCommonwealth, regardless of age; (ii) whose whereabouts are unknown;and (iii) whose disappearance is under suspicious circumstances orposes a credible threat as determined by law enforcement to the safetyand health of the child and under such other circumstances as deemedappropriate by the Virginia State Police.
