Teacher compensation; at or above national average;various annual salary adjustments. Requires that public schoolteachers be compensated at a rate that is at or above the nationalaverage for each step or level on a years of experience-based payscale. Under current law, compensation at such rate is aspirational,and such aspirational rate is silent on compensation variations basedon experience. The foregoing provisions of the bill have a delayedeffective date of July 1, 2025. The bill also provides that (i) effectivefor the 2024-2025 school year, each teacher in each school division,Academic Year Governor's School, and Regional Alternative EducationProgram shall be awarded a cost-of-living compensation adjustmentin an amount or percentage to be determined in the general appropriationact and (ii) effective beginning with the 2025-2026 school year,state funding shall be provided pursuant to the general appropriationact in a sum sufficient to fund a 12 percent annual increase forteacher salaries in each school division, Academic Year Governor'sSchool, and Regional Alternative Education Program.

Health insurance; coverage for physical therapy;outpatient visit limit. Prohibits (i) insurers proposing to issueindividual or group accident and sickness insurance policies providinghospital, medical and surgical, or major medical coverage on an expense-incurredbasis; (ii) corporations providing individual or group accident andsickness subscription contracts; and (iii) health maintenance organizationsproviding a health care plan for health care services, whose policies,contracts, or plans include coverage for physical therapy from imposinga limit on the number of outpatient visits for physical therapy foran insured individual with chronic disease, as defined in the bill.
Renaming child pornography as child sexual abusematerial. Replaces all instances of "child pornography" in theCode with "child sexual abuse material."
Arrest, summons, etc., quotas; prohibition;civil penalty. Provides that any person employed by a law-enforcementagency or any agency or department employing law-enforcement officerswho implements a formal or informal quota for arrests made, summonsesissued, traffic stops conducted, warnings given, or commercial motorvehicle safety inspections performed is subject to a $10,000 civilpenalty for each offense and if such formal or informal quota involvesthreats, intimidation, coercion, or modification of working conditionsto subordinate officers, such employee is subject to a $25,000 civilpenalty for each offense. The bill also prohibits a law-enforcementagency or any agency or department employing law-enforcement officersfrom posting data regarding the number of arrests, summonses, traffic stops, warnings, or commercial motor vehicle safety inspectionsfor the purpose of creating competition between officers with respectto arrests, summonses, traffic stops, warnings given, or commercialmotor vehicle safety inspections. Current law prohibits formal andinformal quotas for the number of arrests made and summonses issuedwithin a designated period of time and allows agencies to use suchinformation for any purpose other than as a quota.
Carrying a firearm or explosive material intoa building owned or leased by the Commonwealth; exception for highwayrest areas. Provides that the prohibition on carrying a firearmor explosive material in any building owned or leased by the Commonwealthshall not apply to any highway rest area.
School boards; employment of counsel. Clarifiesthat any school board, whether elected or appointed, may employ theattorney for the Commonwealth or other counsel to advise it concerningany legal matter or to represent it, any member thereof, or any schoolofficial in any legal proceeding to which the school board, member,or official may be a party when such proceeding is instituted byor against it or against the member or official by virtue of hisactions in connection with his duties as such member or official.
Threats to members of the General Assembly;obstruction of justice; penalties. Makes it a Class 6 felonyto knowingly and willfully send, deliver or convey, or cause to besent, delivered, or conveyed, to a current member of the GeneralAssembly or his immediate family any threat to take the life of orinflict bodily harm upon a current member of the General Assemblyor his immediate family, whether such threat be oral or written.The bill also provides that any person who without just cause knowinglyobstructs any elected official in the performance of his duties assuch or fails or refuses without just cause to cease such obstructionwhen requested to do so by such elected official is guilty of a Class1 misdemeanor.
Live or recorded threats over public airwaysor by other means; penalty. Clarifies that, for the offense ofusing profane, threatening, or indecent language over public airwaysor by other methods, "over any telephone" includes any electronicallytransmitted communication producing a recorded or live visual orelectronic message that is received or transmitted by cellular telephoneor other wireless telecommunications device.
Administrative Process Act; executive branchagencies. Requires executive branch agencies to ensure that certainregulations and guidance documents under the Virginia Register Actand Administrative Process Act, as appropriate, are posted on theVirginia Regulatory Town Hall according to instructions issued bythe Department of Planning and Budget.
Virginia income tax subtractions; disabilityincome. Allows an individual who claims an income tax subtractionfor disability income to also claim an income tax deduction for taxpayersage 65 and older.
