Teacher and support staff compensation; at orabove national average. Requires that public school teachersbe compensated at a rate that is at or above the national averageteacher salary. Under current law, compensation at such rate is aspirational.The bill also requires that public school instructional and noninstructionalsupport staff be compensated at a rate that is at or above the nationalaverage salary for such staff. The bill requires state funding tobe provided pursuant to the general appropriation act in a sum sufficientto fund an annual increase for public school teacher and instructionaland noninstructional support staff salaries such that, no later thanthe 2028-2029 school year, such individuals are compensated at arate that is at or above the respective national average salary.

Surveillance Technology Registry; created.Directs the Department of Criminal Justice Services (the Department)to create and maintain a registry of surveillance technologies, definedin the bill, and related information provided by localities and toprovide notice to localities that fail to properly register. Thebill requires localities, prior to implementing the use of any surveillancetechnology, to register such surveillance technology with the SurveillanceTechnology Registry and provide information including (i) the type of surveillance technology used, (ii) the cost and vendor of thesurveillance technology, (iii) the approximate location of the surveillancetechnology, and (iv) any storage and use requirements for the surveillancetechnology. The bill requires the Department, for any type of surveillancetechnology that has not previously been registered, to request theJoint Commission on Technology and Science to study and issue a reporton such surveillance technology.

Department of Law; Address Confidentiality Program;victims of child abduction. Expands to victims of child abductioneligibility for the Address Confidentiality Program established bythe Statewide Facilitator for Victims of Domestic Violence.

Public secondary schools; satisfaction of physical education requirements; participation in Junior Reserve Officers' Training Corps. Permits each local school board to accept participationin the Junior Reserve Officers' Training Corps as fulfillment of any physical education requirements applicable to students in grades nine through 12.

Hate crimes and discrimination; ethnic animosity; penalties. Provides that it is the policy of the Commonwealth to safeguard all individuals within the Commonwealth from unlawful discrimination in employment and in places of public accommodation because of such individual's ethnic origin and prohibits such discrimination. The bill also adds victims who are intentionally selected because of their ethnic origin to the categories of victims whose intentional selection for a hate crime involving assault, assault and battery, or trespass for the purpose of damaging another's property results in a higher criminal penalty for the offense. The bill also provides that no provider or user of an interactive computer service on the Internet shall be liable for any action voluntarily taken by it in good faith to restrict access to material that the provider or user considers to be intended to incite hatred on the basis of ethnic origin. This bill is identical to SB 7.

Criminal Injuries Compensation Fund; claims. Provides that in claims for an award under the Criminal Injuries Compensation Fund involving claims of sexual abuse of a minor where the conduct constitutes a felony, the passage of time shall not be a barrier to when the victim can file a claim. Under current law, such claim involving sexual abuse of a minor shall be filed within 10 years after the minor's eighteenth birthday. This bill is identical to SB 646.

Active-duty status for any service member injured while in the line of duty. Provides that the Adjutant General may maintain state active-duty status for any service member injured while in the line of duty during the course of a state active-duty mission who is unable to return to civilian employment for a period of up to 90 days after the date of the service member's injury.

Center for Rural Virginia; name change. Renames the Center for Rural Virginia as the Senator Frank M. Ruff, Jr. Center for Rural Virginia. This bill is identical to SB 704.

Fort Monroe Authority; powers and duties. Renames the executive director of the Fort Monroe Authority as the chief executive officer of the Authority. This bill is identical to SB 89.

Fort Monroe Authority; land and utility ownership. Removes the number of acres and the instrument number of the quitclaim deed recorded in the Clerk's Office of the Circuit Court of the City of Hampton on June 14, 2013, in reference to the area that is known as Fort Monroe and redefines such area to be what is shown in the land records of the City of Hampton as being owned by the Commonwealth, whether in the name of the Commonwealth or the Fort Monroe Authority. This bill is identical to SB 90.
