Provides that the statewide technical criteria for stormwater management that were adopted by the State Water Control Board during 2011 and became effective July 1, 2014, shall be applicable to those land-disturbing activities that are subject to a stormwater management permit that was initially issued prior to July 1, 2014, where notice of transfer of such permit to another party is provided to the Department of Environmental Quality after December 31, 2020, but no land-disturbing activities have commenced before such provision of notice. The bill creates exceptions for projects involving certain governmental bonding or public debt financing and for land-disturbing activities that are served by existing stormwater management facilities.

Authorizes the Radford University Board of Visitors (the board) to establish the Radford University-Roanoke Division (the Division) through the acquisition of Jefferson College of Health Sciences, a nonprofit private institution wholly owned and operated by Carilion Clinic. The bill authorizes the board, upon establishment of the Division, to (i) exercise the same powers with respect to the operation of the Division as are vested in the board regarding the University and (ii) offer at the Division all programs of instruction offered by Jefferson College of Health Sciences at the time of acquisition, including associate-degree programs. The bill permits Radford University to award merit-based and need-based institutional aid to students enrolled at the Division in a manner that is consistent with practices at the former Jefferson College of Health Sciences. Advances conformity of the Commonwealth's tax code with the federal tax code to December 31, 2018, effective starting in taxable year 2018. Starting in taxable year 2019, the bill deconforms from the provisions of the federal Tax Cuts and Jobs Act (TCJA) that limit the deduction for state and local taxes and that suspend the overall limit on itemized deductions.
