Physicians; medical specialty board certificationoptions. Prohibits requiring maintenance of certification fromphysicians licensed to practice medicine in the Commonwealth, asa prerequisite to hospital medical staff membership, employment,malpractice liability insurance coverage, network status, or reimbursementfor services provided to a person covered by a health insurance policy.
State Council of Higher Education for Virginia;certain institutional goals and criteria; reports; contents. Permitsthe State Council of Higher Education for Virginia to require eachpublic institution of higher education and each nonprofit privateinstitution of higher education eligible for and seeking to qualifyfor state general funds to include financial data by program andacademic discipline, including operational or instructional costs,general fund and nongeneral fund revenue, and planned expenditures,as part of its report to assist the Council in its assessment of the degree to which the institution has satisfied certain goals andcriteria developed by the Higher Education Advisory Committee.
Teacher compensation; at or above national average. Requires public school teachers to be compensated at a rate that is at or above the national average. Under current law, compensation at such rate is aspirational. The foregoing provisions of the bill have a delayed effective date of July 1, 2025. The bill requires funding to be provided on an incremental basis pursuant to the general appropriation act to implement such teacher compensation rate by the effective date.
Income tax credit; employer contributions toVirginia College Savings Plan accounts. Provides a nonrefundableincome tax credit for taxable years beginning on or after January1, 2020, but before January 1, 2025, for 35 percent of expenses incurredby a business during the taxable year for contributions into a VirginiaCollege Savings Plan account owned by an employee of the business.If the employee receiving the contribution is a qualified employee,as defined in the bill, the credit shall not exceed $500 annuallyfor each such employee. If the recipient receiving the contributionis a qualified employee who is not highly compensated, as definedin the bill, the credit shall not exceed $1,000 annually for eachsuch employee. The total amount of tax credits available for a calendaryear shall not exceed $5 million. Any unused tax credit may be carriedover for three years.
Unlawful dissemination or sale of images ofanother; threats; penalty. Makes it a Class 1 misdemeanor fora person to communicate a threat, orally or in a writing, to disseminateor sell any videographic or still image created by any means whatsoeverthat depicts the threatened person as being totally nude, or in astate of undress so as to expose the genitals, pubic area, buttocks,or female breast, and where such person knows or has reason to knowthat he is not licensed or authorized to disseminate or sell suchvideographic or still image.
Motion picture production tax credit; aggregatecap. Increases beginning in fiscal year 2020 the aggregate limiton the amount of motion picture production tax credits that may beissued from $6.5 million to $13 million annually. The bill providesthat the increase to the cap shall be reserved for productions filmedin economically distressed areas of Virginia.
Group Violence Intervention Board; Divisionof Group Violence Intervention; Project Ceasefire Grant Fund; ProjectExile Grant Fund. Establishes the Group Violence InterventionBoard to coordinate and assist federal, state, and local group violenceintervention efforts. The bill also establishes within the Departmentof Criminal Justice Services (the Department) the Division of Group Violence Intervention (the Division), to be headed by an executivedirector appointed by the Director of the Department. The bill providesthat the Division is responsible for (i) coordinating the effortsof members of state and local law enforcement, community members,and social services providers to combat group violence; (ii) serving as a clearinghouse for research, best practices, and strategies thatmay be utilized in the implementation, execution, and evaluationof group violence interventions; and (iii) implementing and administeringvarious federal, state, and local grant funds that aid group violenceintervention efforts. Finally, the bill creates the Project CeasefireGrant Fund, which provides money to organizations that are involvedin group violence intervention efforts, and creates the Project ExileGrant Fund, which provides money to organizations that assist formergang members or individuals attempting to leave gangs.
Virginia National Guard; state active duty for emergency response; pay and allowances for members. Establishes rates of pay and allowances for members of the Virginia National Guard and Virginia Defense Force.
