Omitted taxes; installment agreements. Allowsthe governing body of a locality to allow its treasurer or othercollecting official to enter into an installment agreement lastingup to 72 months for payment of taxes by a taxpayer who has been assessedwith omitted taxes.
Computer trespass; elementary and secondaryschools; school board; penalty. Makes it a Class 6 felony forthe offense of computer trespass when such offense is committed againstany elementary or secondary school or school board.
Classification of tangible personal property;automobile assessment. Provides that, for so long as the Regulationfor Low Emissions and Zero Emissions Vehicle Standards remains ineffect, the fair market value of an automobile with an internal combustionengine shall be the assessed value of such automobile during taxyear 2023 or the tax year in which such vehicle was purchased new,whichever is later.
Zoning ordinances; adequate public facilities.Allows a locality to determine the timing of development by consideringthe adequacy of public facilities when making zoning decisions. Thebill provides that a locality that makes a determination of inadequatefacilities may reject or defer a rezoning application based solelyon that determination.
Virginia Freedom of Information Act; closedmeeting exemption; home instruction of children. Creates an exemptionfrom the open meeting requirements of the Virginia Freedom of InformationAct for discussion, consideration, or decisions relating to home instruction of children, unless objected to by a parent or guardianin an open meeting, that are exempt from disclosure pursuant to relevant law.
Property rights in parking areas owned or controlledby the Commonwealth; firearms and ammunition. Provides that withcertain exceptions the Commonwealth shall not adopt or enforce anystatute or regulation that prevents an employee, visitor, or contractorfrom storing a lawfully possessed firearm and ammunition in a locked private motor vehicle parked at any parking area owned or controlledby the Commonwealth. The bill also provides that any previously enactedstatutes, promulgated regulations, policies, or rules that are inconsistentwith the provisions of the bill are null and void.
Absentee voting; absentee voting in person;available beginning 14 days prior to election. Limits the availabilityof absentee voting in person to 14 days before the election. Undercurrent law, absentee voting in person is available beginning 45 days prior to the election.
Consumer Data Protection Act; social media;parental consent. Requires social media platforms, defined inthe bill, that are subject to the provisions of the Children's OnlinePrivacy Protection Act to obtain verifiable parental consent priorto permitting any minor to create an account with such social mediaplatform and, with such account, use the social media platform. Thebill requires such social media platforms to give the parent or guardianthe option to consent to the collection and use of the minor's personaldata without consenting to the disclosure of such minor's personaldata to third parties.
Public institutions of higher education; diversity,equity, and inclusion initiatives; annual certification. Requiresthe chief executive officer of each public institution of higher education to annually submit to the State Council of Higher Educationfor Virginia, the Governor, and the Chairmen of the House Committeeon Education and the Senate Committee on Education of Health no laterthan August 1 a written, signed certification that no diversity, equity, and inclusion-related program, instruction, or initiative providedor sponsored by such institution promotes anti-Semitism.
Window tint; emergency vehicles. Authorizeswindow tinting on all emergency medical services vehicles and vehiclesused to fight fire, including publicly owned state forest wardenvehicles. Current law authorizes tinting on the rear and rear sidewindows of emergency medical services vehicles used to transportpatients.
