Absentee voting; reimbursement of costs.Requires the General Assembly to establish in the general appropriationact a reimbursement plan to reimburse counties and cities, fullyand annually, for the cost of conducting absentee voting in the locality.
Transient occupancy tax; supporting documentation. Requires accommodations providers to submit certain supporting documentation,upon request by a locality, when remitting transient occupancy taxescollected.
School principals; incident reports. Requiresthat school principals report to law enforcement certain enumerated acts that may constitute a misdemeanor offense and report to theparents of any minor student who is the specific object of such actthat the incident has been reported to law enforcement. Under currentlaw, principals are required to make such reports only for such actsthat may constitute a felony offense.
Emergency Services and Disaster Law; limitation on duration of executive orders. Provides that no rule, regulation, or order issued declaring a state of emergency may remain effective for more than seven days without approval of at least two-thirds of all members elected to each house of the General Assembly. The bill also provides that a rule, regulation, or order issued declaring a state of emergency may be renewed but not for longer than 30 days without the approval of at least two-thirds of all members elected to each house of the General Assembly. The bill contains technical amendments.

Relocation of monument and memorials. Requiresa locality that votes to remove, relocate, contextualize, or covercertain war monuments or memorials to initiate a process to giftthe monument or memorial to a nonprofit organization that is mostrelated to the mission and spirit of the monument or memorial, atthe locality's expense. The bill provides that the placement of themonument or memorial shall be decided by an independent committeeand that a majority vote by the committee as to the relocation ofthe memorial is binding on the locality and shall be carried out within six months from the date of the committee's decision.
