Virginia Coastal Resilience Collaborative atThe College of William and Mary in Virginia. Changes referencesrelating to coastal resilience policy from the Coastal Policy Centerat William and Mary School of Law to the Virginia Coastal ResilienceCollaborative at The College of William and Mary in Virginia to reflectthe dissolution of the Coastal Policy Center. The bill also addsthe Collaborative to the list of entities with whom the Secretaryof Natural and Historic Resources may seek input and consultationin setting coastal resilience policies.

School-connected overdoses; policies relatingto parental notification and response; requirements. Requireseach division superintendent or his designee to notify the parentof each student in the local school division of any school-connectedoverdose, defined as any verified overdose that occurs on schoolpremises during or after regular school hours or during school-sanctionedactivities whether on or off school premises, within 24 hours oflearning of the overdose and to include in such notification as muchinformation as is known about the circumstances surrounding the overdose. The bill requires the Board of Education to establish guidelinesfor school-connected overdose response and parental notificationpolicies, including (a) a model action plan for each school boardto follow in responding to the overdose, including communicatingand coordinating with the Department of Education and the local law-enforcementliaison or local law-enforcement agency that employs the school resourceofficers for such school division, and (b) criteria for issuing theparental notification to ensure sensitivity to the privacy interestsof any affected individuals.

School boards; parental notification of certainthreats, behavior, and unlawful acts; panic alarms. Requires,within four hours of receiving notification of (i) a preliminary determination by the threat assessment team that a student poses athreat of violence or physical harm to self or others; (ii) threateningor aberrant behavior that may represent a threat to the school; or (iii) unlawful acts committed on school property, on a school bus,or at a school-sponsored activity that involve the unlawful use orpossession of a weapon, homicide, criminal sexual assault, or trespassing,each division superintendent to notify the parent of each studentenrolled in the relevant school of such threat, threatening or aberrantbehavior, or unlawful act. The bill requires each school board toequip each public elementary and secondary school building in thelocal school division with at least one panic alarm that adheresto nationally recognized industry standards, including the standardsof the National Fire Protection Association and Underwriters Laboratories,and is installed by a licensed and qualified professional. The billdefines "panic alarm" as a silent security system by which the usermanually activates a device that sends a non-audible signal to thelocal law-enforcement agency that indicates a school security emergency,including a non-fire evacuation, lockdown, or active shooter situation,that requires immediate response and assistance from such agency.

Study; JLARC; effect of salaries, employmentbenefits, and other relevant factors on teacher recruitment and retention;report. Directs the Joint Legislative Audit and Review Commissionto study the effect of salaries, employment benefits, and other relevantfactors on recruiting and retaining high-quality, fully licensed teachers, including (i) examining salaries, employment benefits, andother financial benefits and incentives available to teachers inrelation to teacher recruitment and retention in each local schooldivision; (ii) identifying disparities in salaries, employment benefits,and other financial benefits and incentives available to teachersin relation to teacher recruitment and retention rates between high-povertyand rural school divisions, high-income school divisions, and theCommonwealth on average; (iii) reviewing salaries, employment benefits,and other financial benefits and incentives available to teachersin relation to the rates of teacher recruitment and retention andthe numbers of fully licensed teachers in adjoining states and theDistrict of Columbia; and (iv) identifying factors that positivelyimpact the recruitment and retention of high-quality, fully licensedteachers.

Vehicle safety inspections; frequency. Extendsfrom 12 months to 24 months the period for which a vehicle safetyinspection is valid.
