Public institutions of higher education; diversity,equity, and inclusion initiatives; annual certification. Requiresthe chief executive officer of each public institution of higher education to annually submit to the State Council of Higher Educationfor Virginia, the Governor, and the Chairmen of the House Committeeon Education and the Senate Committee on Education of Health no laterthan August 1 a written, signed certification that no diversity, equity, and inclusion-related program, instruction, or initiative providedor sponsored by such institution promotes anti-Semitism.

Human trafficking investigators; licensing bythe Department of Criminal Justice Services. Authorizes the Departmentof Criminal Justice Services to register and issue licenses for humantrafficking investigators. The bill provides that a human traffickinginvestigator is a private investigator who is GSA compliant and engagesin the business of, or accepts employment to make, investigationsto obtain information on sex trafficking or severe forms of traffickingas defined in the federal Trafficking Victims Protection Act of 2000and in the federal Justice for Victims of Trafficking Act of 2015.
School boards; teachers; terms of employment;employment verification; requirement. Requires each school boardto provide written verification of employment within 10 days of receipt of any request for employment verification from a former employeeof the school board.
Public schools; transfer and management ofscholastic records; disclosure of information in court notices; transferof disciplinary records; requirements. Requires the superintendentof any school division to, upon receiving notification of the dispositionin a delinquency case concerning a student who is not enrolled insuch school division, forward such notification to the superintendentof the school division where such student is enrolled or where suchstudent intends to enroll, as evidenced by the receipt of a request from the other school division for such student's scholastic records.Current law only permits the superintendent of any such school divisionto forward such notification to the superintendent of the schooldivision in which the student is currently enrolled. The bill alsorequires a copy of the complete student disciplinary records of anystudent transferring from one school division to another to be transferredto the school division to which such student is transferring, uponrequest from such school division.
School boards; placement in alternative educationprograms; disclosure of certain information in delinquency cases.Requires the clerk of any court in which a disposition is enteredor deferred in any proceeding where a student is charged with anoffense that, pursuant to relevant law, is required to be disclosedto the superintendent of the school division in which the studentis enrolled to, upon request of any such division superintendent,provide additional information that may be relevant to such student'splacement in an alternative education program, including the circumstancessurrounding the disposition or deferred disposition and any conditionsordered in relation to a deferred disposition. If the student is notenrolled in school at the time the disposition is entered or deferred,the clerk is required to send the additional information to the divisionsuperintendent of the school in which he was enrolled at the timeof the offense, upon request of such division superintendent.
Employee protections; discipline for politicalactivity or affiliations prohibited. Prohibits an employer from(i) directing the political activity or affiliations of an employee;(ii) discharging, disciplining, or discriminating against an employeefor such employee's lawful engagement or refusal to engage in anypolitical activity or affiliations; and (iii) refusing to hire, employ,or license an individual on the basis of such individual's politicalactivity or affiliations. The bill provides exceptions to these requirementswhere an employer believes that such actions are required by statute,regulation, or other mandate, where a professional services contractpermits an employer to limit the off-duty activities of an individual, and in the case of a religious exemption. A violation of the provisionsof the bill may be subject to a civil action within one year of theemployer's prohibited retaliatory action.
