Celebrating the life of the Honorable AugustusBenton Chafin, Jr.

Public health emergency; reports of suspectedviolations of orders and regulations; penalty; emergency. Providesthat any system created by the Department of Health to receive information regarding an alleged violation of an order or regulation of the Boardof Health or the Commissioner of Health enacted in response to apublic health emergency related to a communicable disease of publichealth threat shall require, for each report received, the name,address, telephone number, and email address of the individual makingthe report. The bill makes knowingly making a false report of suchviolation a Class 1 misdemeanor. The bill contains an emergency clause.

Individual and corporate income tax credit;employers of National Guard members and self-employed National Guardmembers. Provides for taxable years 2020 through 2024 a nonrefundabletax credit against individual and corporate income taxes for (i) wages paid by an employer to an employee who is an active or reserveVirginia National Guard member or (ii) income of a self-employedactive or reserve Virginia National Guard member attributable to his business. The amount of the credit shall be 25 percent if such memberwas in a military pay status for 65 days or more during such taxableyear or 15 percent if such member was in a military pay status forat least 45 days but less than 65 days during such taxable year.The credit shall not be allowed if such member was in a military pay status for less than 45 days during such taxable year. The billallows a taxpayer to carry unused credits over for up to five taxableyears.

Green development zones; investments in greentechnologies. Provides that a locality may grant tax incentivesto businesses located in a green development zone that invest ingreen technologies. Under current law, such incentives may be grantedonly to green development businesses located in a green developmentzone or businesses operating in an energy-efficient building locatedin a green development zone.

Milk; definition; misbranding; prohibition. Defines "milk" as the lacteal secretion of a healthy hooved mammal and provides that a food product is unlawfully misbranded if its label states that it is milk and it fails to meet such definition, except for human breast milk. The bill directs the Board of Agriculture and Consumer Services to implement a plan to ban all products misbranded as milk. The bill does not become effective until six months after the enactment, on or before October 1, 2029, of a similar act in any 11 of 14 specified states.

Department of Transportation; electronic speed indicator signs; U.S. Route 17. Requires the Commissioner of Highways to place at least six permanent electronic speed indicator signs on U.S. Route 17 near particular intersections in Fauquier County. This bill is identical to SB 557.

Virginia Retirement System; retired law-enforcement officers employed as school security officers. Allows a retired law-enforcement officer to continue to receive his service retirement allowance during a subsequent period of employment by a local school division as a school security officer, so long as he has a break in service of at least 12 calendar months between retirement and reemployment, did not retire under an early retirement program, and did not retire under the Workforce Transition Act of 1995. The provisions of the act shall expire on July 1, 2025. The bill incorporates HB 986, HB 1368 and HB 1493.

Provisional voting; persons voting in splitprecincts. Provides that any voter who is assigned to a precinctthat is split between two or more election districts and who believeshe was given a ballot for the district of which he is not a qualifiedvoter may request, prior to casting the ballot, and shall be permittedto cast a provisional ballot for the district of which he believeshe is a qualified voter and for the district in which the pollbookindicates he is registered. The bill requires the ballots to besealed in envelopes labeled with the corresponding district numberand then sealed in the green envelope provided for all provisionalballots. At the meeting to determine the validity of all provisionalballots offered in the election, the electoral board shall verifyin which district the voter is qualified and count that ballot.
