Voter identification; identification containinga photograph required. Requires presentation of a form of identificationcontaining a photograph in order to vote. The bill repeals the provisionsof law permitting a voter who does not have one of the required formsof identification to vote after signing a statement, subject to felonypenalties for false statements, that he is the named registered voterhe claims to be. Instead, the bill provides that such voter is entitledto cast a provisional ballot.

Project labor agreements; prevailing wage; collective bargaining for employees of local governments. Provides that state agencies, when engaged in procuring products or services or letting contracts for construction, manufacture, maintenance, or operation of public works, paid for in whole or in part by state funds, shall neither require nor prohibit bidders to enter into or adhere to agreements with one or more labor organizations on the public works projects. The bill removes requirements for the payment of prevailing wage for work performed on public works contracts for state agencies. In addition, the bill removes the authority for a locality, by a local ordinance or resolution, to recognize any labor union or other employee association as a bargaining agent of any public officers or employees or to collectively bargain or enter into any collective bargaining contract with any such union or association or its agents.

Nutrient credits; generation near where used;report. Provides that any nutrient credit used to comply withcertain stormwater runoff water quality criteria shall be generatedin the same eight-digit hydrologic unit code (HUC), as defined bythe U.S. Geological Survey, as the site of the land-disturbing activity.Current law allows such a credit to be generated in a HUC adjacentto the one in which the land-disturbing activity is located. Thebill also directs the Department of Environmental Quality to reportto the Governor and the Chairmen of the House Agriculture, Chesapeake and Natural Resources Committee and the Senate Agriculture, Conservationand Natural Resources Committee on the nutrient credit trading program.

Home instruction and private school tax credit.Creates an individual, nonrefundable income tax credit for taxableyears 2022 through 2026, for amounts paid by the parent or legalguardian of a child for the child's home instruction expenses or tuitionfor attending an accredited private school in Virginia. The creditshall equal the lesser of the amount actually paid in the taxableyear for such costs or half of the average state standards of quality funding per student per year. The credit may be taken for instruction-relatedmaterials, courses, or programs used in home instruction or for privateschool tuition. The credit is available for two years per child andcan be carried forward for five taxable years.

United States Constitution; application fora convention of the states. Makes application to Congress tocall a convention of the states to propose amendments to the UnitedStates Constitution that impose fiscal restraints on the federalgovernment, limit the power and jurisdiction of the federal government,and limit the terms of office for its officials and for members of Congress.

Cannabis control; retail market; penalties.Establishes a framework for the creation of a retail marijuanamarket in the Commonwealth. The bill creates a regulatory and licensingstructure for such retail market and for the cultivation, manufacture,and wholesale of marijuana and marijuana products, to be administeredby the Virginia Cannabis Control Authority. The bill also relocatesand modifies numerous criminal provisions regarding marijuana offenses.The bill has staggered effective dates.

Elections; absentee voting; ballots to be sortedand results to be reported by precinct. Provides that absentee ballots processed at a central absentee precinct must be sorted bythe precinct to which the voter who cast the absentee ballot is assignedand that the resulting vote totals from such ballots must be reportedseparately for each voter precinct.
