Virginia Economic Development Partnership Authority; industrial hemp marketing plan; report. Directs the Board ofDirectors and Chief Executive Officer of the Virginia Economic DevelopmentPartnership Authority to develop a marketing plan for industrialhemp. The bill requires the Authority to report to the Chairmen ofthe House Committee on Agriculture, Chesapeake and Natural Resourcesand the Senate Committee on Agriculture, Conservation and NaturalResources by November 30, 2020, on its marketing plan and its progresstoward meeting the goals and objectives stated in the marketing plan.

Coal ash ponds; definitions, testing private wells and public water supply wells, etc.

Coal ash ponds; private wells and public water supply wells; resident notification. Requires a utility, defined in the bill as the owner or operator of a coal ash pond in the Chesapeake Bay watershed, to complete a survey of all private wells and public water supply wells within 1.5 miles of each of its ponds by October 1, 2020, and to notify residents via mail and a local newspaper posting that the survey will be conducted.

GO Virginia grants; matching funds.

GO Virginia grants; matching funds. Allows a locality to use funds awarded from the Tobacco Region Revitalization Commission as matching funds for a GO Virginia grant award. No other state funds are authorized to be used as a source of matching funds. The provisions of the bill sunset on July 1, 2021.

Hemp; products intended for smoking.

Hemp products intended for smoking. Providesthat it shall be legal to produce, distribute, and consume hemp productsintended for smoking. Current law is silent on the legality of suchproducts. The bill prohibits the sale to persons under age 21 ofhemp products intended for smoking.

Hunting elk; special license created.

Special license to hunt elk. Authorizes the Board of Game and Inland Fisheries (the Board) to create a special license for hunting elk in the elk management zone that is required in addition to a general hunting license. The bill authorizes the Board to establish (i) quotas and procedures for selection to purchase a special elk license, (ii) a nonrefundable application fee of $15 for residents and $20 for nonresidents and a special elk license fee at no more than $40 for residents and $400 for nonresidents, and (iii) guidelines permitting the transfer of special elk licenses to individuals, cooperators who assist in meeting agency hunting objectives, or wildlife conservation organizations whose mission is to ensure the conservation of Virginia's wildlife resources. The bill clarifies that a separate special license to hunt elk is not required to hunt elk outside of the designated elk management zone. This bill is identical to SB 262.

Staunton River; designating as State Scenic River.

Staunton State Scenic River designation.Adds the 11.5-mile segment of the Staunton River between the U.S.Route 360 bridge and the Staunton River State Park boat landing asa component of the Virginia Scenic Rivers System. The segment ofthe Staunton River upstream of the U.S. Route 360 bridge to State Route 761 at the Long Island Bridge, a distance of approximately51.3 miles, adjoins the new segment and is designated as a scenicriver in current law, making a total distance of approximately 62.8miles of the Staunton River a component of the Virginia Scenic RiversSystem.
