Certain early childhood care and education programs; parents of enrolled children; car seats for field trips. Requiresthe Department of Social Services to adopt regulations to requirethe parent of any child who attends any certified preschool, childday center, child day home, or family day home, including any registeredfamily day home, to provide an age-appropriate and developmentallyappropriate car seat for his child on any day on which the childattends a field trip that requires the use of such a car seat. Thebill requires the Board of Education to adopt the same regulations for any Virginia Preschool Initiative program or early childhoodspecial education program licensed by the Board of Education anddirects any Head Start program offered in the Commonwealth to adoptthe same requirement.

Historical African American cemeteries; Arlington County. Adds three cemeteries in Arlington County to the list of cemeteries for which qualified organizations may receive funds from the Department of Historic Resources for the care of historical African American cemeteries and graves. The cemeteries are Calloway Cemetery, containing 29 eligible graves, Lomax Cemetery, containing 66 eligible graves, and Mount Salvation Cemetery, containing 29 eligible graves. This bill was incorporated into HB 1523.
Virginia Personnel Act; hiring preference instate government for persons with disabilities. Establishes ahiring preference in state government for persons with disabilities,provided that such person meets all of the knowledge, skill, andability requirements for the available position. The bill definesthe term "preference" as requiring that a person with a disabilitybe hired over a person without a disability when the two individualsare substantially equal in qualifications for an eligible position.
Expungement of certain charges and convictions.Allows a person to petition for expungement of convictions and deferreddisposition dismissals for possession of a controlled substance,marijuana possession, and underage alcohol possession when (i) theoffense occurred as a result of such person being a victim of sexualassault or sexual battery and reporting such sexual assault or sexualbattery to law enforcement; (ii) all court costs, fines, and restitutionhave been paid; and (iii) two years have passed since the date ofcompletion of all terms of sentencing and probation.
Marriage records; divorce and annulment reports; identification of race. Eliminates the requirement that the race of parties be included in divorce and annulment reports filed with the State Registrar. The bill also removes the requirement that the State Registrar include race data in the compilation and posting of marriage, divorce, and annulment data. This bill was incorporated into HB 180.
Virginia Fair Housing Law; unlawful discriminatoryhousing practices; sexual orientation and gender identity. Addsdiscrimination on the basis of an individual's sexual orientationor gender identity as an unlawful housing practice. The bill defines"sexual orientation" and "gender identity." This bill was incorporatedinto HB 1663.

Constitution of the United States; Equal RightsAmendment. Ratifies the Equal Rights Amendment to the Constitutionof the United States that was proposed by Congress in 1972. The jointresolution advocates the position that the 1972 Equal Rights Amendmentremains viable and may be ratified notwithstanding the expirationof the 10-year ratification period set out in the resolving clause,as amended, in the proposal adopted by Congress.
Uniform Collaborative Law Act. Creates the Uniform Collaborative Law Act, which provides a framework for the practice of collaborative law, a process entered into voluntarily by clients for the express purpose of reaching a settlement in a family or domestic relations law matter, including (i) marriage, divorce, dissolution, annulment, and property distribution; (ii) child custody, visitation, and parenting time; (iii) alimony, spousal support, maintenance, and child support; (iv) adoption; (v) parentage; and (vi) negotiation or enforcement of premarital, marital, and separation agreements. The Act governs disclosure of information, privilege against disclosure of communications, and scope of representation by the attorneys in the proceeding.
