Project labor agreements; prevailing wage; collective bargaining for employees of local governments. Provides that state agencies, when engaged in procuring products or services or letting contracts for construction, manufacture, maintenance, or operation of public works, paid for in whole or in part by state funds, shall neither require nor prohibit bidders to enter into or adhere to agreements with one or more labor organizations on the public works projects. The bill removes requirements for the payment of prevailing wage for work performed on public works contracts for state agencies. In addition, the bill removes the authority for a locality, by a local ordinance or resolution, to recognize any labor union or other employee association as a bargaining agent of any public officers or employees or to collectively bargain or enter into any collective bargaining contract with any such union or association or its agents.

Multi-jurisdiction grand jury; elder abuse crimes. Adds the following to the list of crimes that a multi-jurisdiction grand jury may investigate: (i) financial exploitation of mentally incapacitated persons and (ii) abuse and neglect of incapacitated adults.
Breeding dogs or cats for foreign animal testingfacility prohibited; penalty. Prohibits a person from breedingor raising a dog or cat for the purpose of selling or transferringthe dog or cat, or its offspring, to an animal testing facility outsideof the United States. A violation of the bill is a Class 1 misdemeanor.
Duties of drivers of vehicles approaching stationary vehicles displaying certain warning lights; penalty. Establishesa minimum fine of $500 for a violation of the requirement for driversto make a lane change or proceed with caution when approaching stationaryvehicles displaying certain warning lights, commonly known as the"Move Over" law. The bill requires a driver who cannot change lanessafely to pass the stationary vehicle at no more than 10 miles perhour.
United States Constitution; application fora convention of the states. Makes application to Congress tocall a convention of the states to propose amendments to the UnitedStates Constitution that impose fiscal restraints on the federalgovernment, limit the power and jurisdiction of the federal government,and limit the terms of office for its officials and for members of Congress.
Breeders; records of animals sold or transferredto animal testing facility; report. Requires entities that breeddogs or cats for sale or transfer to an animal testing facility tokeep records of each animal for two years from the date of the saleor transfer, and to annually submit a summary of the records to the State Veterinarian. Such entities shall also report certain informationto the State Veterinarian on a monthly basis. The report shall includeinformation regarding the birth, acquisition, death, sale, transfer,or other disposition of a dog or cat in the prior month.
Contracts; payment clauses to be included; rightto payment of subcontractors. Requires contracts awarded by stateor local government agencies or private entities to include a paymentclause that obligates the contractor to be individually liable forthe entire amount owed to any subcontractor with which it contractsminus any amount that may otherwise be withheld due to the subcontractor's breach of contract. The bill provides that payment by the partycontracting with the contractor shall not be a condition precedent to payment to any lower-tier subcontractor.
Public auction of personal property to satisfylien; advertisement requirement; website. Allows an advertisementfor the public auction of personal property to satisfy a lien tobe published on a publicly accessible website that conducts propertysales. Under current law, an advertisement is required to be publishedin a newspaper of general circulation.
