School board policies; epinephrine; accessibility.Requires each school board's policies on the possession and administration of epinephrine in every school in the local schooldivision to require that at least one school nurse, employee of theschool board, employee of a local governing body, or employee ofa local health department who is authorized by a prescriber and trainedin the administration of epinephrine has the means to access at alltimes during regular school hours any such epinephrine that is storedin a locked or otherwise generally inaccessible container or area.

School bus drivers; critical shortages. Requires the Superintendent of Public Instruction, with the assistance of each school board or division superintendent, to survey each local school division to identify critical shortages of school bus drivers by geographic area and local school division and to report any such critical shortage to each local school division and to the Virginia Retirement System. The bill permits any school bus driver hired by a local school board in any geographic area or school division in which a critical shortage of school bus drivers has been so identified to elect to continue to receive a service retirement allowance during such employment if the driver meets certain other conditions. This bill is identical to SB 324.

Secretaries of Health and Human Resources and Public Safetyand Homeland Security; work group; improving response to exposure-proneincidents. Directs the Secretaries of Health and Human Resources and ofPublic Safety and Homeland Security to establish a work group to develop a planto improve the Commonwealth's response to exposure-prone incidents involvingemployees of law-enforcement agencies, volunteers and employees of firedepartments and companies, and volunteers and employees of emergency medicalservices agencies and other appropriate entities. The work group shall (i)develop a plan for an entity to assist with management of exposure-proneincidents involving employees of law-enforcement agencies, volunteers and employeesof fire departments and companies, and volunteers and employees of emergencymedical services agencies and other appropriate entities and (ii) study anddevelop recommendations related to developing the ability to perform postmortemtesting for infection with human immunodeficiency (HIV) or hepatitis B or Cviruses through the Division of Consolidated Laboratory Services. The workgroup shall report its findings to the Governor and the General Assembly byDecember 1, 2020. The bill also directs the Department of General Services totake steps to implement postmortem testing for infection with HIV or hepatitisB or C viruses using a screening assay that is licensed for such purpose by theU.S. Food and Drug Administration and to report to the Governor and the GeneralAssembly on the status of the contract by December 1, 2020.

Virginia sexual assault forensic examiner coordination program. Establishes the Virginia sexual assault forensic examiner coordination program within the Department of Criminal Justice Services. The bill provides that the program shall create and coordinate an annual statewide sexual assault forensic nurse examiner training program; coordinate the development and enhancement of sexual assault forensic examiner programs across the Commonwealth; participate in the development of hospital protocols and guidelines for treatment of survivors of sexual assault; coordinate and strengthen communications among sexual assault nurse examiner medical directors, sexual assault response teams, and hospitals for existing and developing sexual assault nurse examiner programs; provide technical assistance for existing and developing sexual assault forensic examiner programs, including local sexual assault forensic examiner training; create, maintain and share a statewide list, updated biannually, that includes pertinent information regarding sexual assault forensic examiners and nurse examiners; create sexual assault nurse examiner recruitment materials for universities and colleges with nursing programs; and support and coordinate community education and public outreach, when appropriate, relating to sexual assault nurse examiner issues for the Commonwealth. The bill includes reporting requirements for the Department of Criminal Justice Services.

Meals tax and county food and beverage tax; exemption for farmers market and roadside stand sales up to $2,500. Exempts from meals tax, which may be imposed by any city or town, and food and beverage tax, which may be imposed by any county, sales by sellers at local farmers markets and roadside stands when such sellers' annual income from such sales does not exceed $2,500. The bill defines such sellers' annual income as income from sales at all local farmer's markets and roadside stands, not just those sales occurring in the locality imposing the tax.
