Reduces from nine to six the number ofmembers of the Board for Architects, Professional Engineers, LandSurveyors, Certified Interior Designers and Landscape Architects(the Board) constituting a quorum. The bill lowers the quorum requirementof two engineers, two architects, and two land surveyors to one engineer,one architect, and one land surveyor. Finally, the bill removes therequirement that licenses issued by the Board be signed by at leastfour members of the Board.

Interference with commercial fishing vessel;penalties. Provides that a person who approaches a commercialfishing vessel without the consent of the owner or person in chargeof such vessel with the intent to coerce, intimidate, or harass thecaptain or crew of such vessel or interfere with the operations ofsuch vessel is guilty of a Class 1 misdemeanor. The bill makes ita Class 6 felony to communicate to another person by any means any threat to (i) kill or do bodily injury to a person or persons engagedin the activity of commercial fishing on the waters of the Commonwealthor (ii) bomb, burn, destroy, or in any manner damage any commercialfishing vessel, and increases this penalty to a Class 5 felony ifsuch threat places the captain or crew in reasonable apprehensionof death or bodily injury. The bill makes it a Class 6 felony tointentionally or recklessly damage, injure, tamper with, deface,or destroy a commercial fishing vessel or any associated gear. Finally,the bill deems a person to be ineligible for any hunting or fishinglicense for a certain period of time if such person is found guiltyof an offense set out in the bill.

Center for Rural Virginia; name change. Renames the Center for Rural Virginia as the Senator Frank M. Ruff, Jr. Center for Rural Virginia. This bill is identical to SB 704.

Virginia Board for Asbestos, Lead, and Home Inspectors; dust sampling technicians, renovators, and accredited renovation training programs. Removes the responsibility of the Board for Asbestos, Lead, and Home Inspectors to promulgate regulations concerning dust sampling technicians, renovators, and accredited renovation training programs. This bill is identical to SB 560.

Long-term services and supports screening; expedited screening; screening exemption; emergency. Modifies existing provisions regarding the required long-term services and supports screening under the state plan for medical assistance services by creating greater flexibility for how screenings are completed under certain circumstances. Under the bill, any individual receiving inpatient services in an acute care hospital discharged to a nursing facility for skilled care only is not required to be screened prior to discharge from the hospital unless the individual requests the screening. The bill directs the Department of Medical Assistance Services to adopt emergency regulations to implement the provisions of the bill. This bill is identical to SB 24 and contains an emergency clause.
