Establishes the Advisory Council on Sickle Cell Diseaseto advise the State Health Commissioner on the efforts to improveawareness of sickle cell disease and the needs of individuals withsickle cell disease. The bill requires the Board of Health to reportannually by December 1 to the Governor and the General Assemblyregarding its activities and recommendations.

Environmental Justice Task Force; establishes, report.

Environmental Justice Task Force; report.Establishes the Environmental Justice Task Force for the purposeof furthering environmental justice in the Commonwealth, consisting of the Secretary of Natural and Historic Resources, the Secretaryof Health and Human Resources, the Secretary of Commerce and Trade, the Secretary of Agriculture and Forestry, and the Secretary of Transportation, or their designees. The bill requires the Task Force to advise theGovernor and state agencies of the Commonwealth on environmentaljustice issues, particularly as such issues relate to minority andlow-income communities. The bill directs the Task Force to reportits findings and conclusions to the Governor and General Assemblyby November 1, 2024, regarding its activities.

Directs the Department of MedicalAssistance Services to convene a work group of relevant stakeholdersto assess and make recommendations related to reimbursement ratesfor the federal Early Intervention Program for Infants and Toddlerswith Disabilities. The bill requires the work group to report itsrecommendations to the Chairmen of the House Committee on Health,Welfare and Institutions and the Senate Committee on Education andHealth by November 1, 2024.

Disabled Veteran's Passport; service-connected disability.

Disabled Veteran's Passport; service-connecteddisability. Entitles any veteran of the U.S. Armed Forces witha service-connected disability to a Disabled Veteran's Passport forfree entry into state parks and discounted services. Current lawlimits such passport to veterans of the U.S. Armed Forces with a service-connected disability rating of 100 percent.
