Virginia Minority Business Commission; report; sunset. Establishes the 13-member Virginia Minority Business Commission in the legislative branch of government for the purpose of promoting the growth and competitiveness of Virginia minority-owned businesses. The bill provides that the Commission sunsets on July 1, 2028.

Search warrants, subpoenas, court orders, or other process; menstrual health data prohibited. Prohibits the issuance of a search warrant, subpoena, court order, or other process for the purpose of the search and seizure or production of menstrual health data, as defined in the bill, including data stored on a computer, computer network, or other device containing electronic or digital information. This bill incorporates HB 1359 and is identical to SB 16.

Veterans; workplace poster for benefits and services.

Department of Labor and Industry; workplaceposter for veterans benefits and services. Directs the Departmentof Labor and Industry, in consultation with the Department of VeteransServices, to create a poster describing benefits and services availableto veterans and allows employers to request and display such poster in the workplace. The bill enumerates a minimum group of resourcesthe poster shall include, including (i) Department of Veterans Services'programs, contact information, and website address; (ii) substanceabuse and mental health treatment resources; (iii) educational, workforce,and training resources; (iv) tax benefits; (v) eligibility for unemploymentinsurance benefits; (vi) legal services; and (vii) the U.S. Departmentof Veterans Affairs Veterans Crisis Line.

Child care; background checks.

Child care; background checks. Allows applicants for employment and applicants to serve as volunteers to work in certain child day centers, family day homes, and family day systems pending the results of a full background check, provided that (i) the applicant has received qualifying results on a fingerprint-based background check through the Central Criminal Records Exchange or the Federal Bureau of Investigation and (ii) the applicant is supervised at all times by a person who received a qualifying result on a full background check within the past five years.

Attorneys appointed to represent parents or guardians; qualifications and performance.

Standards for attorneys appointed to represent parents or guardians; child dependency cases; compensation; multidisciplinary law offices or programs; report. Requires the Judicial Council of Virginia, in conjunction with the Virginia State Bar, beginning July 1, 2026, to adopt standards for the qualification and performance of attorneys appointed to represent a parent or guardian of a child when such child is the subject of a child dependency case, as defined in the bill. The bill also requires the Judicial Council of Virginia, beginning July 1, 2026, to maintain a list of attorneys admitted to practice law in Virginia who are qualified to be appointed to represent indigent parents involved in a child dependency case. Prior to July 1, 2026, counsel must be appointed from the list of attorneys qualified to serve as guardians ad litem. The bill provides that beginning January 1, 2025, court-appointed counsel for a parent, guardian, or other adult in a child dependency case will be compensated in an amount no greater than $330, or in a case for the termination of residual parental rights, $680.The bill authorizes the establishment of up to two multidisciplinary law offices or programs in localities, jurisdictions, or judicial districts that affirm they have met specified criteria for the purpose of representing parents in a child dependency court proceeding or in a child protective services assessment or investigation prior to such proceeding. During any calendar year that such an office or program is in effect for at least six months, the office or program must submit a report on program outcomes, expenses, recommendations, and other pertinent information to the Office of the Children's Ombudsman and the Chairmen of the House Committees for Courts of Justice and on Health and Human Services and Appropriations and the Senate Committees for Courts of Justice and on Education and Health and Finance and Appropriations by November 1.

Authorizes any locality to include in its group life, accident, andhealth insurance programs any person to whom coverage could be extendedunder the provision of current law that sets out who may be coveredunder a private group accident and sickness insurance policy.

Students with disabilities; SCHEV to study process used to determine eligibility for accommodations.

State Council of Higher Education for Virginia; public institutions of higher education; policies for establishing eligibility for accommodations; report. Requires the State Council of Higher Education for Virginia, in consultation with representatives of public institutions of higher education, disability advocacy organizations, students enrolled at public institutions of higher education, higher education disability accommodation professionals, and a subject matter expert, to (i) study the processes by which each public institution of higher education in the Commonwealth determines the eligibility for accommodations of an admitted or enrolled student with a temporary or permanent disability, (ii) identify in such processes any potential barriers to establishing eligibility, and (iii) make recommendations on reducing any such barriers and on the development and establishment of a uniform accommodations eligibility determination in the Commonwealth. This bill is identical to SB 21.

Child labor offenses; increases civil penalties.

Child labor offenses; civil penalties. Increasesfrom $10,000 to $25,000 the civil penalty for each violation of childlabor laws that results in the employment of a child who is seriouslyinjured or dies in the course of employment. The bill also increasesfrom $1,000 to $2,500 the maximum civil penalty for each other violationof child labor laws and provides that such civil penalty shall notbe less than $500. The bill directs the Department of Labor and Industry to convene a stakeholder work group to develop education and outreach plans to inform young workers and employers about child labor laws.

Provisional (Career Switcher) License; special education.

Board of Education; Provisional (Career Switcher)License; special education. Requires the Board of Education to amend its relevant regulation to permit any career switcher who seeksa teaching endorsement preK through grade 12, including any careerswitcher who seeks a teaching endorsement in special education, topursue a Provisional (Career Switcher) License through the career switcher alternate route to licensure program in accordance withall of the requirements set forth in such regulation, thereby eliminatingthe prohibition against the pursuit of such a license for any careerswitcher who seeks a teaching endorsement in special education. Thebill also clarifies that such required regulatory amendment createsan additional pathway to provisional license for an individual whoseeks a teaching endorsement in special education and does not supplantthe Provisional (Special Education) License option authorized pursuantto Board regulation.

Superintendent of Public Instruction; pandemicrecovery task force; report. Requires the Superintendent ofPublic Instruction to establish and appoint such members as he deems necessary or appropriate to a pandemic recovery task force (the taskforce) within the Department of Education, the purpose of which isto examine the negative impacts of the COVID-19 pandemic on publiceducation in the Commonwealth and to provide recommendations, guidance,and resources to each local school division in order to enable allenrolled students to thrive academically, socially, and emotionallyand to meet or exceed pre-pandemic levels on all relevant metricsof student achievement and well-being. The bill requires the taskforce to focus particularly on student learning loss, attendance,and mental health and on vulnerable populations of students and toannually submit a report of its findings and recommendations to theBoard, the Governor, the General Assembly, and each school boardno later than November 1.
