Carrying dangerous weapon to place of religious worship; repeal. Repeals the code section related to carrying dangerous weapons in places of worship.

Killing or injuring police animals; penalty.Provides that the punishment for any person who maliciously killsor injures an animal owned, used, or trained by a law-enforcementagency, regional jail, or the Department of Corrections, while suchanimal is performing its lawful duties or is being kept in a kennel,pen, or stable while off duty, shall be separate and apart from,and shall be made to run consecutively with, any other sentence.

Stormwater management; grandfathered land-disturbing activities. Authorizes any land-disturbing activity that waseligible to take place pursuant to technical criteria that were adopted by the State Water Control Board prior to July 1, 2014, tobe governed by such criteria until July 1, 2024. Current regulationsgrandfathered such activities until July 1, 2019.

Informed consent; medication-based abortion.Requires physicians to inform patients of the availability of medications,if available, to interrupt a medication-based abortion, if she decidesto do so, after such woman has taken medication in preparation forthe procedure.

State subsidy of property tax exemptions fordisabled veterans and surviving spouses. Requires the Commonwealthto subsidize local real estate tax relief for disabled veterans andsurviving spouses of members of the armed forces killed in actionwhen more than one percent of a locality's real estate tax base islost due to such state-mandated tax relief programs. The Commonwealthwould subsidize only that portion of tax exempt real estate thatexceeds the one percent threshold. Thebill requires the Auditor of Public Accounts to establish an applicationprocess whereby a locality would demonstrate that more than one percentof its real estate tax base was lost. The Auditor would certify tothe Governor and the General Assembly those localities that wouldbe eligible for a subsidy, and the Governor would include in theBudget Bill a proposed appropriation of the amount of the state subsidyto be provided to localities certified as eligible localities.

Health regulatory boards; conversion therapy. Directs state agencies to promulgate regulations prohibiting conversion therapy.

Group Violence Intervention Board; Divisionof Group Violence Intervention; Project Ceasefire Grant Fund; ProjectExile Grant Fund. Establishes the Group Violence InterventionBoard to coordinate and assist federal, state, and local group violenceintervention efforts. The bill also establishes within the Departmentof Criminal Justice Services (the Department) the Division of Group Violence Intervention (the Division), to be headed by an executivedirector appointed by the Director of the Department. The bill providesthat the Division is responsible for (i) coordinating the effortsof members of state and local law enforcement, community members,and social services providers to combat group violence; (ii) serving as a clearinghouse for research, best practices, and strategies thatmay be utilized in the implementation, execution, and evaluationof group violence interventions; and (iii) implementing and administeringvarious federal, state, and local grant funds that aid group violenceintervention efforts. Finally, the bill creates the Project CeasefireGrant Fund, which provides money to organizations that are involvedin group violence intervention efforts, and creates the Project ExileGrant Fund, which provides money to organizations that assist formergang members or individuals attempting to leave gangs.

Virginia National Guard; state active duty for emergency response; pay and allowances for members. Establishes rates of pay and allowances for members of the Virginia National Guard and Virginia Defense Force.

Possession, purchase, and transport of certainfirearms in certain localities; withholding state funds. Allowsa person to lawfully possess, purchase, or transport a firearm orfirearms magazine that he would otherwise be lawfully permitted to possess, purchase, or transport on January 1, 2020, while he isin a locality that has adopted or enforced any ordinance, resolution,or motion that declares such locality a sanctuary for Second Amendmentrights. The bill also provides that no funds payable by the Commonwealthto a locality for any and all purposes shall be withheld from a localitysolely on the basis of such locality adopting or enforcing any ordinance,resolution, or motion that declares such locality a sanctuary for Second Amendment rights.
