Sexual extortion; penalty. Makes it a Class5 felony for any person to maliciously threaten eviction, loss ofhousing, property damage, or any financial loss with the intent tocause the complaining witness to engage in sexual intercourse, cunnilingus,fellatio, anilingus, anal intercourse, inanimate or animate object sexual penetration, or an act of sexual abuse and thereby engagein sexual intercourse, cunnilingus, fellatio, anilingus, anal intercourse,inanimate or animate object sexual penetration, or an act of sexualabuse. The bill also creates an unclassified felony punishable bynot less than one nor more than 20 years and a fine of not more than$100,000 for any adult who violates the provisions of the bill witha person younger than 18 years of age.

Day of Tears. Recognizing January 22 asthe Day of Tears in Virginia.
Abortion prohibited; exception; life of themother; penalty. Provides that if any person administer to,or cause to be taken by a woman, any drug or other thing, or usemeans, with intent to destroy her unborn child, or to produce abortionor miscarriage, and thereby destroy such child, or produce such abortionor miscarriage at any point after conception of such unborn child,he is guilty of a Class 4 misdemeanor unless it is necessary fora licensed physician to terminate a human pregnancy or assist in the termination of a human pregnancy by performing an abortion or causinga miscarriage on any woman in order to save her life in the opinionof such physician so performing the abortion or causing the miscarriage.
State Air Pollution Control Board; motor vehicleemissions standards. Repeals the requirement that the State AirPollution Control Board implement a low-emissions and zero-emissionsvehicle program for motor vehicles with a model year of 2025 andlater. The bill prohibits the Board from adopting or enforcing anymodel year standards related to control of emissions from new motorvehicles or new motor vehicle engines, including low-emission vehicleand zero-emission vehicle standards pursuant to the federal CleanAir Act and prohibits the Commonwealth from requiring any new motorvehicle or new motor vehicle engine to be certified as compliantwith model year standards related to the control of emissions adoptedby California for which a waiver has been granted pursuant to thefederal Clean Air Act.
Virginia Education Success Account Program established. Permits the parents of qualified students, defined in the bill,to apply for a one-year, renewable Virginia Education Success Accountthat consists of an amount that is equivalent to a certain percentage of all applicable annual Standards of Quality per pupil state funds appropriated for public school purposes and apportioned to the schooldivision in which the qualified student resides, including the perpupil share of state sales tax funding in basic aid and any per pupil share of state special education funding for which the qualifiedstudent is eligible. The bill permits the parent of the qualifiedstudent to use the moneys in such account for certain qualified expensesof the qualified student, including tuition, deposits, fees, and required textbooks at a private elementary school or secondary schoolthat is located in the Commonwealth. The bill also contains provisionsrelating to program and account administration by the Departmentof the Treasury and a third party that serves as program administratorpursuant to a contract with the Department of the Treasury.
Dangers and victims of communism; recognition;Standards of Learning and programs of instruction. Requires theGovernor to annually issue a proclamation setting the seventh dayof November as Victims of Communism Day and requiring such day tobe suitably observed in each public elementary and secondary schoolin the Commonwealth as a day honoring the approximately 100 millionindividuals who have fallen victim to communist regimes around theworld and to be suitably observed by a public exercise in the Capitoland elsewhere as the Governor may designate in such proclamation.The bill also requires the Board of Education to include in the historyand social science Standards of Learning in grades six through 12and each school board to emphasize in its Standards-aligned programof instruction in grades six through 12 the study of the dangersof communism.
Processing Revival and Intrastate Meat ExemptionAct; PRIME Act. Encourages the United States Congress to passthe Processing Revival and Intrastate Meat Exemption (PRIME) Actto allow intrastate distribution of custom-slaughtered meat.
Recognizing rights of women; affirming biological differences between the sexes for purposes of laws of the Commonwealth. Recognizes the rights of women by affirming that for purposes ofthe laws of the Commonwealth, a person's sex is defined as his orher biological sex, either male or female, at birth.
Abortion; use of public funds prohibited.Provides that no agency of the Commonwealth shall enter into anycontract with or make any grant of public funds, as defined in thebill, to any entity or any affiliate of any entity that providesabortion services or operates a facility at which abortion servicesare provided. The bill also repeals provisions authorizing the Boardof Health to use state general funds appropriated to the Department of Health to pay the cost of abortions for women who otherwise meetthe financial eligibility criteria for services through the stateplan for medical assistance services in cases in which (i) a pregnancyoccurs as a result of rape or incest that is reported to a law-enforcementor public health agency or (ii) a physician certifies in writingthat he believes the fetus will be born with a gross and totallyincapacitating physical deformity or with a gross and totally incapacitatingmental deficiency.
