Farm vehicles; use. Prohibits the nonfarmuse of vehicles registered as a farm motor vehicle. Current law permitsthe use of such vehicles (i) by the owner or his immediate familyfor attending church or school, securing medical treatment or supplies,and securing other household or family necessities and (ii) by volunteeremergency medical services personnel and volunteer firefighters forresponding to calls, reporting for duty, or attending meetings ordrills.

Prohibition against participation in games ofchance; exception for private clubs. Creates an exception tothe general prohibition against participation in games of chancefor games that are conducted in private clubs, provided such privateclubs are not commonly used for games of chance and there is no operatorof such games.

Virginia National Guard; state active duty for emergency response; pay and allowances for members. Establishes rates of pay and allowances for members of the Virginia National Guard and Virginia Defense Force.

Possession, purchase, and transport of certainfirearms in certain localities; withholding state funds. Allowsa person to lawfully possess, purchase, or transport a firearm orfirearms magazine that he would otherwise be lawfully permitted to possess, purchase, or transport on January 1, 2020, while he isin a locality that has adopted or enforced any ordinance, resolution,or motion that declares such locality a sanctuary for Second Amendmentrights. The bill also provides that no funds payable by the Commonwealthto a locality for any and all purposes shall be withheld from a localitysolely on the basis of such locality adopting or enforcing any ordinance,resolution, or motion that declares such locality a sanctuary for Second Amendment rights.

Prescribing of opioids; required patient disclosures. Requires prescribers to discuss with a patient or the patient'sparent or guardian prior to prescribing an opioid information regardingthe prescribed opioid, including the risks of addiction and overdoseassociated with opioids; the dangers of taking opioids with alcohol,benzodiazepines, and other central nervous system depressants; thereasons why the prescription is necessary; and alternative treatmentsthat may be available. The bill also requires the prescriber to includea notation in the patient's medical record indicating that theserequired patient disclosures were discussed.

Virginia Tourism Authority; marketing modelfor casinos. Directs the Executive Director of the Virginia TourismAuthority to develop a state and local tourist marketing model forcasinos in the Commonwealth that shall include (i) identificationof the Authority's specific and measurable marketing goals and thetimetable to achieve such goals, (ii) identification of specificmarketing activities, and (iii) the development of quantifiable metricsand performance measures for attaining each such goal. The bill alsorequires the Authority to report to the Governor and the GeneralAssembly on its marketing model and its progress toward meeting thegoals and objectives stated in the marketing model. The provisionsof the bill shall not become effective unless and until legislationlegalizing casino gaming in the Commonwealth is passed by the 2020Session of the General Assembly and becomes law.

Lottery Board; regulation of casino gaming. Authorizes casino gaming in the Commonwealth to be regulated by the Virginia Lottery Board. Casino gaming shall be limited to certain cities that meet the criteria that is outlined in the bill, and a referendum must be passed in the city on the question of allowing casino gaming in the city. This bill is a reenactment of the first enactment of Senate Bill 1126 of the 2019 legislative session. This bill was incorporated into HB 4.

Mortgage loan originators; exemption. Exemptsretailers of manufactured or modular homes and employees of suchretailers from the licensing and other requirements applicable tomortgage loan originators. The exemption applies if the retaileror employee (i) does not receive compensation or gain for engagingin certain activities that exceeds any compensation or gain receivedin a comparable cash transaction; (ii) makes certain disclosures;and (iii) does not directly negotiate loan terms with the consumeror lender.

Registration fees for vehicles not designedor used for transportation of passengers. Exempts trucks weighingless than 26,000 pounds from the additional truck registration fee.The bill also exempts trucks, regardless of weight, that are drivenless than 25,000 miles per year.
