Income tax; real property tax relief credit. Provides a refundable income tax credit in taxable years 2026 through 2030 to eligible taxpayers, defined in the bill, who incur real property taxes in an amount equal to or greater than four percent of their federal adjusted gross income for up to $500 for single individuals and $1000 for married persons filing jointly.

Department of Housing and Community Development; Virginia Rural Housing Infrastructure Fund and Program. Establishes the Virginia Rural Housing Infrastructure Fund and Program, to be administered by the Department of Housing and Community Development, for the purpose of financing infrastructure projects in rural communities associated with increased housing development within such communities. The bill directs the Department to develop criteria and guidelines for awarding grants under the Program.
Virginia Fire Personnel and Equipment Grant Program established; report. Establishes the Virginia Fire Personnel and Equipment Grant Program (the Program) for the purpose of awarding grants to localities to hire additional firefighters and to improve their firefighting and emergency medical services. The bill specifies that the Department of Fire Programs (the Department) shall administer the Program and two types of grants shall be made from the Program. The first shall provide grants to localities to increase the number of firefighters. Such grants shall be made for up to three years and shall be used by localities for programs to (i) hire new, additional full-time firefighters; (ii) convert part-time or volunteer firefighters to full-time firefighters; or (iii) recruit and retain volunteer firefighters. The second shall award grants to localities for improving firefighting and emergency medical services, including by acquiring firefighting and emergency medical services vehicles and equipment and modifying facilities. For both grants, the bill provides that funds shall not be used to supplant any funds currently provided by the Commonwealth or by the locality and shall be used to increase the total amount of funds available for the provision of firefighting or emergency medical services.The bill requires the Department to submit a report annually, beginning November 1, 2027, to the Governor and the General Assembly containing a list of grants, the amount of each approved grant, information on the performance assessment system that the bill directs the Department to create, an evaluation of each grant based on such system, and any other criteria deemed relevant by the Department.
Electric utilities; recovery of certain project development costs. Permits an investor-owned electric utility to petition the State Corporation Commission at any time for the approval of a rate adjustment clause for the recovery of project development costs for up to five electric generation facilities, regardless of fuel source. The bill also exempts such facilities from requirements in existing law to retire or decommission such facilities. The provisions of the bill have a contingent expiration date of one year after the effective date of any regulations promulgated by the State Air Pollution Control Board to establish carbon dioxide emissions allowances pursuant to current law.
A BILL to amend the Code of Virginia by adding in Title 24.2 a chapter numbered 6.1, consisting of sections numbered 24.2-684.1 through 24.2-684.17, relating to statewide referendum ballot questions; fairness and transparency requirements; Ballot question fairness Commission; readability standards; language accessibility; public comment; judicial review.
Voter registration by political party affiliation; partially closed primary elections. Adds party affiliation, beginning January 1, 2027, to the information that an applicant is asked to provide when registering to vote. The applicant may indicate that he is an independent. The bill specifies that voters registered prior to January 1, 2027, will be designated as independent unless they provide a political party affiliation to the general registrar. Voters may change their political party affiliation or independent status by written notice at any time before the registration records are closed prior to an election. The bill also provides that voters who are on the permanent absentee voter list will receive primary ballots for the political party with which they are registered as affiliated. Finally, the bill requires the state party chairman of each political party to file written notice with the State Board of Elections by January 31 of each year stating the rules adopted by the duly constituted authorities of the state political party for participation in the party's primaries to be held from April 1 of that year through March 31 of the following year.
Manufacturing, selling, giving, distributing, or possessing with intent kratom; Virginia Consumer Protection Act; penalties. Provides that any person who knowingly manufactures, sells, gives, distributes, or possesses with the intent to manufacture, sell, give, or distribute kratom, when intended for human consumption, is guilty of a Class 1 misdemeanor. The bill defines kratom as any part of the leaf of the plant Mitragyna speciosa or any extract thereof. The bill also amends the existing provisions related to kratom in the Virginia Consumer Protection Act to prohibit selling or offering for sale (i) any kratom product to a person younger than 21 years of age or (ii) any kratom product intended for human consumption. Under current law, the Act prohibits selling or offering for sale (a) any kratom product to a person younger than 21 years of age or (b) any kratom product that does not include a label listing all ingredients and specific guidance about such product.
Motor vehicles; insurance; highway use fee; tangible personal property tax relief for certain vehicles. Removes the highway use fee for fuel-efficient vehicles, and maintains the same highway use fee for electric vehicles and alternative fuel vehicles. The bill removes the prohibition on motor vehicle insurers establishing a repair facility network. Under current law, insurers are prohibited from requiring an insured or claimant to utilize designated replacement or repair facilities or services as a prerequisite to settling or paying any claim arising under a policy or policies of insurance. The bill also directs each county, city, or town that receives annual reimbursements from the Commonwealth for providing tangible personal property tax relief on qualifying vehicles to, beginning in tax year 2027, ensure that after first reimbursing certain tax attributable to qualifying vehicles leased by active duty members of the United States military, as is currently required by law, (i) no qualifying vehicle owned by an individual with an annual household income in excess of $200,000 receives any reimbursement for such vehicle and (ii) the remainder of the reimbursement provided to such locality is distributed based on a sliding scale for household incomes of residents of such locality, adopted by an ordinance of the governing body of such locality, as described in the bill.
Study; Secretary of Public Safety and Homeland Security and Secretary of Health and Human Resources; law-enforcement offices; execution of emergency custody orders and temporary detention orders; fiscal and operational challenges; report. Requests the Secretary of Public Safety and Homeland Security, in collaboration with the Secretary of Health and Human Resources, to study financial and operational challenges faced by law-enforcement offices designated to execute emergency custody orders and temporary detention orders.
State correctional facilities; required education or vocational training; earned sentence credits classification levels. Requires a prisoner in a state correctional facility, as a part of his reentry plan developed and implemented by the Department of Corrections, to complete a high school equivalency test or vocational, technical, or other certification prior to such prisoner's release. The bill also provides that the annual review of a prisoner's classification level for earned sentence credits shall include such prisoner's quantifiable or measurable progress, as available, in any programs, job assignments, and educational curricula in which he is participating, such as test scores achieved or completion of a high school equivalency test or other trade or vocational certification.
