Professions and occupations; barbers and cosmetologists; estheticians; permanent make-up specialty licensure; licensure by endorsement. Allows the Board for Barbers and Cosmetology to issue a permanent make-up specialty license to any licensed esthetician or master esthetician who performs permanent make-up services, including permanent eyebrow, eyeliner, lip coloration, and similar pigmentation services. The bill requires the Board to promulgate regulations to permit licensed estheticians or master estheticians to be granted such licenses and allows the Board to issue such licenses by endorsement to perform permanent make-up services to persons who have held a current and unrestricted license to perform such services in other states, the District of Columbia, or possessions or territories of the United States for at least three years.

A BILL to amend and reenact § 2 of Chapter 8 of the Acts of Assembly of 1989, Special Session II, as amended by Chapter 538 of the Acts of Assembly of 1999, Chapter 296 of the Acts of Assembly of 2013, and Chapter 1230 and Chapter 1275 of the Acts of Assembly of 2020, relating to issuance of bonds for the U.S. Route 58 Corridor Development Program.
Department of Health; food service permits; out-of-state caterers. Directs the Department of Health to adopt regulations allowing caterers located outside of the Commonwealth to obtain a permit to provide food services for events located in the Commonwealth.
Board of Health; regulations; utilization of helicopter instrument approach by hospital or air medical service vendor. Directs the Board of Health to prescribe by regulation requirements directing any hospital or air medical service vendor utilizing a helicopter instrument approach procedure to a hospital helipad approved by the Federal Aviation Administration to provide such procedure to any licensed air medical service operator requesting it for the purpose of patient transport. The bill directs that such requirements shall include standardized procedures for requesting, receiving, and using such instrument approach data and enforcement mechanisms for noncompliance by a hospital or air medical service vendor.
Certain primary highways; review of designation or classification for certain purposes by Office of Intermodal Planning and Investment; request of a locality. Authorizes the governing body of any locality to submit a petition for review and change of any designation or classification, related to the Statewide Transportation Plan and any other transportation planning, prioritization, or funding purposes, of a primary highway within such locality to the Office of Intermodal Planning and Investment (OIPI) and requires OIPI to conduct an assessment of such primary highway and, if such assessment determines no change in designation or classification, provide a written explanation of the determination to the locality within 10 days of such determination.
Access to investigational drugs, biological products, and devices; patient with severely debilitating condition. Allows a patient who has a severely debilitating condition, defined in the bill as a disease or condition that causes major irreversible morbidity, to access investigational drugs, biological products, and devices when certain criteria are met. Under current law, only a patient who has a terminal condition may access such drugs, products, and devices.
Alcoholic beverage control; retail licenses; public golf courses. Allows the Board of Directors of the Virginia Alcoholic Beverage Control Authority to issue an on-and-off premises wine and beer license to public golf courses that authorizes the licensee to sell wine and beer for on-premises consumption in areas of the golf course approved by the Board. The bill provides that such licenses shall not be subject to any monthly food sales requirement and may be issued to a golf course that offers either nine-hole or 18-hole layout and is open to the general public for play on a fee or permit basis.
Virginia Consumer Protection Act; prohibited practices; kratom products. Prohibits the selling or offering for sale of (i) any kratom product containing any synthesized material, semi-synthetic alkaloid, or synthetic kratom-like compound; (ii) any kratom product containing 7-hydroxymitragynine in an alkaloid fraction exceeding two percent of total alkaloids in the container or providing more than one milligram of 7-hydroxymitragynine per serving; (iii) any kratom product adulterated with any dangerous, poisonous, or otherwise deleterious non-kratom ingredient, including any substance listed as a controlled substance under state or federal law; (iv) any kratom product that is combustible or intended for vaporization or injection; (v) any kratom product that is manufactured, packaged, or marketed in a manner attractive to children; or (vi) any kratom extract product containing residual solvent levels exceeding applicable statutory or pharmacopeial limits.
A BILL to direct the Director of the Department of Energy to identify and develop training resources to advance workforce development in the nuclear energy industry.
Child care; exemption from licensure; light family day homes. Exempts from the requirement to be licensed by the Superintendent of Public Instruction any light family day home, defined in the bill as a family day home for five through eight children under the age of 13, exclusive of the provider's own children and any children who reside in the home, provided that any such home complies with certain requirements enumerated in the bill, including background check requirements. The bill permits the Superintendent of Public Instruction to conduct inspections of any such home to ensure compliance with basic health and safety standards.
