State legislative districts; how districts numbered. Sets out the manner of numbering to be followed when establishingthe Senate and House of Delegates districts pursuant to Article II,Section 6-A of the Constitution of Virginia and relevant state law.

Manufacturing, selling, giving, distributing,etc., of fentanyl; weight-based penalties. Creates a penaltystructure based on the weight of fentanyl, its salts, isomers, orsalts of its isomers, or of a mixture or substance containing a detectableamount of fentanyl, its salts, isomers, or salts of its isomers.

Admission to bail; rebuttable presumptionsagainst bail. Creates a rebuttable presumption against bail forcertain criminal offenses enumerated in the bill. The bill also requires the court to consider specified factors when determining whetherthe presumption against bail has been rebutted and whether thereare appropriate conditions of release.

Civil causes of action; social media platforms;complying with certain requests for information. Requires theowner or operator of a social media platform, as defined in the bill,to comply with requests from a party to a civil action concerning(i) any identifying information regarding any person alleged to havepublished content giving rise to such action on such platform and(ii) restoration of access to any person claiming ownership of anaccount created on such platform, provided such person can proveoriginal ownership of such account.

Possession of controlled substances unlawful;second or subsequent conviction; mandatory minimum. Providesthat the sentence of any person convicted of possession of any controlledsubstance classified in Schedule I or II of the Drug Control Actfor (i) a second offense within less than five years shall includea mandatory minimum sentence of 20 days and a mandatory minimum fineof $500; (ii) a second offense within 10 years shall include a mandatoryminimum sentence of 45 days and a mandatory minimum fine of $500;(iii) three offenses within 10 years shall include a mandatory minimum sentence of 90 days and a mandatory minimum fine of $500, unlessthe three offenses were committed within a five-year period, in whichcase the sentence shall include a mandatory minimum sentence of confinementfor six months and a mandatory minimum fine of $1,000; and (iv) afourth or subsequent offense within 10 years shall include a mandatoryminimum term of imprisonment of one year and a mandatory minimumfine of $1,000. The bill also providesthat the driver's license of any person convicted of possession ofany controlled substance classified in Schedule I or II of the DrugControl Act (a) may be suspended for a period of up to 30 days forthe first offense and (b) shall be suspended for a period of 30 daysfor the second and subsequent offenses.

Elections; form of ballot; party identificationof candidates; constitutional offices. Provides that any candidatefor a constitutional office who is nominated by a political partyor at a primary election shall be identified on the ballot by thename of his political party. Currently, only candidates for federal,statewide, and General Assembly offices are so identified. The constitutionaloffices are those of the treasurer, sheriff, attorney for the Commonwealth,clerk of court, and commissioner of the revenue.
